This course provides Minimum Australian Context Gap training to students who:


  1. Have been issued an Offshore Technical Skills Record (OTSR) for the UEE30811 Certificate III in Electrotechnology Electrician qualification from the UEE11 Version 1 Training Package or its equivalent successor.
  2. Hold a provisional/restricted licence issued by the regulatory authority responsible for regulating electrical work and the licencing of workers in the jurisdiction where the training will take place.
  3. Are engaged (employed) as an electrical worker or have access to a workplace environment that replicates workplace conditions.
  4. Hold a certificate of currency for First Aid and low voltage rescue (LVR) issued within the last twelve months. Specifically, the courses that you will need to complete to meet this requirement are:
  5. 'HLTAID011 - Provide First Aid' or its successor, and
  6. 'UETDRMP007 - Perform rescue from a live LV panel' or its successor.



Where applicable, upload a copy of your Offshore Technical Skills Record, your provisional/restricted licence, your current résumé indicating your employment as an electrical worker, and your certificate of currency for First Aid and LVR.

  • Confirmation obtained from the Visa Entitlement Verification Online System (VEVO) that you hold a valid Bridging visa class E, Safe Haven Enterprise visa, Temporary Protection visa, Bridging visa class F, Humanitarian Stay (Temporary) (subclass 449) visa, or Temporary (Humanitarian Concern) (subclass 786) visa



Originals and Certified Copies


We accept only certified copies of your original documents or photocopies once we have sighted the original documents in person. This is an essential requirement from the NSW State Government Department of Education for us to view and retain valid documents.


You may choose to upload non-certified photos, scans, or photocopies, however, you will need to arrange one of the following with our Admin team at a later date:


  1. Viewing the originals in person, please book an appointment for sighting originals in person; OR
  2. Viewing certified copies; OR
  3. Verification through the Document Verification Service (DVS) [where it is possible to do so, and in accordance with Clause 2.5(c) of the Eligibility Guidelines]; OR
  4. Viewing a digital green Medicare card on a Digital Wallet app on the card holder’s mobile device [in accordance with Clause 2.5(d) of the Eligibility Guidelines]; OR
  5. Relying on evidence sighted and retained as part of a previous enrolment [in accordance with Clause 2.8 of the Eligibility Guidelines]; OR
  6. Viewing a printed or electronic copy of a record from VEVO that confirms you hold a valid Bridging visa class E, Safe Haven Enterprise visa, Temporary Protection visa, Bridging visa class F, Humanitarian Stay (Temporary) (subclass 449) visa, or Temporary (Humanitarian Concern) (subclass 786) visa.



How to have a document certified?


Bring both the original and a copy of the original to the certifier.


The certifier will:


  1. Examine the original to ensure it is not a copy or forgery
  2. Examine the copy to ensure it is identical to the original. A copy can be considered identical even if it is a different size or colour, so long as that does not result in the loss of any material information.



The certifier will then write or stamp the copy with the words: “Certified to be a true copy of the original seen by me.” They will sign and date the copy, and write or stamp their:


  1. Name
  2. Personal or professional address, and
  3. Qualification as an authorised certifier.



If there are multiple pages to the copy, the certifier will sign or initial and number all pages.


The copy has now been certified.



Who can certify a document?


Under Section 39 of the Oaths and Affirmations Act 2018 (as of 1 March 2019) the list of persons who may certify copies of original documents includes:


  • A person currently licensed or registered to practice in Australia as one of a particular set of occupations
  • An accountant who meets at least one of a particular set of criteria, please see the link below
  • An engineer who meets at least one of a particular set of criteria, please see the link below
  • Finance company officer with 5 or more years of continuous service
  • Holder of a Commonwealth statutory office not otherwise specified, for example, Director of the Australian Institute of Family Studies
  • IBAC Officers
  • Judge
  • Justice of the Peace
  • Local government Councillor
  • Magistrate
  • Registered marriage celebrant
  • Master of a court
  • Member of the Australian Defence Force who meets at least one of a particular set of criteria, please see the link below
  • Member of the Australasian Institute of Mining and Metallurgy
  • Member of the Governance Institute of Australia Ltd
  • Member of the Parliament of a State

This form must be completed by an applicant wanting to enrol in a course subsidised by NSW Government through Smart and Skilled program, for the purpose of checking the eligibility and seeking Pre-approval and Student Fee quote from the Department. Applicant will be required to complete a comprehensive Pre-Training Review/LLN and an Enrolment Form.

All children and young people in Victoria aged from 6 to 17 years are legally required to be at school unless they’ve been granted an exemption from school attendance ('the exemption’). Depending on the student’s circumstances, exemptions are granted by a school principal or the Department of Education and Training ('the Department')’s Regional Director.

  • Pensioner Concession Card; or
  • Veteran’s Gold Card.



A dependant spouse or dependant child of a card holder is also entitled to the Fee Concession.

SECTION B1 – ENROLMENT IN A QUALIFICATION AND/OR SKILL SET

In addition to meeting the eligibility requirements in Clause 2.2, a Skills First Student can only:


  • commence a maximum of two Skills First subsidised Skill Sets in a calendar year (the ‘2 Skill Sets in a year’ limit). Where an individual is enrolled in a Skill Set(s) that is scheduled to commence at a later date in that calendar year, this Skill Set(s) must be counted for the purpose of this limit;
  • commence a maximum of two Skills First subsidised programs that are AQF qualifications in a calendar year (the ‘2 AQF qualifications in a year’ limit). Where an individual is enrolled in a program(s) that is scheduled to commence at a later date in that calendar year, this program(s) must be counted for the purpose of this limit; and
  • undertake a maximum of two Skills First subsidised programs at any one time (the ‘2 at a time’ limit).
