NNO App 2025

This application is for August 5, 2025 ONLY. No alternate date NNO events should be entered on this document. If you are holding a block party event on a different date, please use the residential block party application.


PLEASE SUBMIT ONLY ONE APPLICATION FOR YOUR BLOCK PARTY. If you have changes to make subsequent to your submission, please contact Patricia.Lammers@ci.stpaul.mn.us to process the changes.


Application for NNO block party permit. • ALL applications that include a road closure MUST have the signature of 60% of the neighbors in the area affected by barricades being in place (petition). No exceptions! If you have questions not answered in these instructions, call the coordinator for National Night Out in Saint Paul, Patty Lammers at 651-266-5455.


ONLY RESIDENTIAL ROADS are eligible to be closed for National Night Out. Arterial, Industrial or largely business populated roads are not appropriate for this closure. If the road you're closing has parking on it, you will need no parking signs placed a minimum of 24 hours prior to your event. Please make sure to indicate whether you need those as Public Works will automatically be notified with your name, contact info and permit number.


If you are requesting Public Works barricades, NNO is the ONLY event when they are provided at no charge. HOWEVER, if they are lost or stolen before being picked back up, there will be a fee charged to the person who requested the barricades. Please keep them somewhere secure when not in use.


Requests for Fire and Police are available until we are fully scheduled. The request option will be turned off once no one is available.


If you are applying before your petition is complete, please email the petition to patricia.lammers@ci.stpaul.mn.us or storme.dunn@ci.stpaul.mn.us instead of applying again. A duplicate application causes scheduling conflicts for barricades.
