The Committee on Constitution, Bylaws, and Rules (CCBR) is open for all business items for consideration by the 2025 Representative Assembly. Please use this form to submit the following items for the RA (all deadlines are 4:00pm Pacific Time in the RA host city of Portland, Ore., unless otherwise noted):

• New Business Items (deadline - 6/18/2025)
• Maker Modifications to New Business Items (deadline - 6/30/2025)
• Amendments to Legislative Program, Resolutions, and Policy Statements (deadline - 7/3/2025)
• Constitutional Amendments for 2026 (deadline - 9/14/2025 not later than 12:00 midnight Eastern Time)

In accordance with NEA Constitution and Standing Rule requirements for submissions of proposed Bylaw and Standing Rule amendments not later than 120 days prior to the Representative Assembly, submissions of such amendments for the 2025 RA are now closed. The form remains open for submission of Constitutional amendments for the 2026 RA submitted by September 14, 2025, and for submission of Bylaw and Standing Rule Amendments for the 2026 RA submitted by March 6, 2026.
