Multifamily Water Assistance Program

NYC DEP, in collaboration with NYC HPD and NYC HDC, is offering a water and sewer credit for eligible HPD- or HDC-assisted affordable multifamily housing projects. Eligible projects can receive a $250 credit per residential unit on their calendar year 2025 water and sewer bill(s). Projects will be prioritized from lowest to highest collectable rent affordable to households earning no more than 60% of the Area Median Income (AMI), as enrollment is limited. The agencies reserve the right to prioritize high-need projects should program demand exceed the enrollment cap.


The deadline to apply is 11:59 pm on January 25th, 2025.

  1. HPD/HDC Rent Roll Template: The HPD/HDC Rent Roll Template MUST be used and uploaded to derive and confirm the average project AMI %. All buildings in a project, including those under 4 units, MUST be included in one HPD/HDC Rent Roll Template. Separate rent rolls should NOT be completed for each building.   2. Multi-Building Projects: If there are multiple buildings in a project (a project is defined as all of the buildings covered under one regulatory agreement), separate applications need to be submitted for each building in the project.
  3. Review Application Prior to Submission: Review your application carefully prior to submission. If you find an error on an application after it has been submitted, you can re-submit your application up until 11:59 on January 25th, 2025.

PROJECT INFORMATION

 

What is the legal name of the individual or entity that holds title to the property or properties within a project? For example, 100 Gold Street HDFC is the title holder on the deed.

 

What is the name of the sponsor, developer or individual owner of the project? The sponsor/developer/individual owner name may be different than the Property Legal Owner Entity. For example, the Property Legal Owner Entity may be 100 Gold Street HDFC and the Developer is HPD.

 
 
 

A Project is defined as one or more buildings regulated under one ACRIS-recorded regulatory agreement, Mitchell Lama non-dissolution rider or equivalent document with HPD or HDC.


Include all buildings included under the regulatory agreement.

 
 
 

Is the project permanently affordable (i.e. there is no restriction period end date in the regulatory agreement)?

 

The average project rent AMI% will be populated in the HPD/HDC Rent Roll Template once completed.

 

Building Information

Single-Building Projects: If there is only one (1) building covered under the regulatory agreement, then only one (1) application needs to be submitted.


Multi-Building Projects: If there is more than one building covered under the regulatory agreement, separate applications must be completed for each building covered under the regulatory agreement that is 4 units or greater. Include the information for only one of the buildings for the project here and once you submit the application, it will prompt you to add additional buildings.

I affirm that 100% of the residential units are restricted under an HPD and/or HDC regulatory agreement and average project rents (including rental subsidies) are at 60% of the Area Median Income or below.

 

I affirm that there is at least 15 years remaining on the project's HPD and/or HDC regulatory agreement or Non-Dissolution Rider.

 

I affirm that the regulatory agreement submitted includes the ACRIS recording and endorsement page.

 

I affirm that I used the HPD/HDC Rent Roll Template to input the rents of all of the units within the project. I affirm that all buildings covered under one (1) regulatory agreement are included in one (1) HPD/HDC Rent Roll Template, including the buildings that are below 4 units, and not separate HPD/HDC Rent Roll Templates for each building. I affirm that the total contract rent, including any rental subsidies a tenant receives, is included in the rent roll.
