2025 Homeownership Development NOFA Pre-Application

Thank you for your interest in the 2025 Homeownership Development NOFA. The following pre-application form is a pre-requisite to filling out a full application. Please review the NOFA thoroughly before submitting a pre-application. The NOFA document can be found here.


Pre-applications may be submitted at any time during the NOFA period. Applicants must fill out a pre-application for each project that they plan to apply for. Once your pre-application is received, OHCS staff will set up a Procorem Workcenter through which you can submit a full application. Please allow for up to one week for staff to create your Procorem Workcenter.


The first part of the pre-application will lead you through screening questions to ensure that your entity and project is eligible for funding. The second part of the pre-application collects preliminary project details and contact information needed to provide access to Procorem.


While Pre-applications are required prior to submitting a full application, pre-applications are non-binding, and there is no fee or penalty if a full application is not received during the NOFA period.

Eligibility

This section will reflect your response to the funding source(s) you have selected. You must be able to answer "Yes" to all of the questions in this section to be eligible for funding. If any of your responses are "No," stop this pre-application and reach out to HO.Development@hcs.oregon.gov.

Are the applicant and any future land owners any of the following: a public agency, a nonprofit organization, a housing cooperative, a nonprofit manufactured housing cooperative, or a federally recognized Indian Tribe?*
Is your development a Limited Equity Cooperative or a nonprofit Manufactured Home Park?*
Will this development use a shared equity model such as a Community Land Trust, leasehold condo, manufactured home park, co-op, or other model where the homeowner enters into a ground lease with a land owner?*
Will you be able to close on this loan within 6 months of award, start vertical constriction within 12 months, and complete construction on the final home within 36 months?*
Do you have site control for the next 12 months?*
Is your site properly zoned or already in the process of rezoning?*
Will the homes funded by this program be restricted to households earning less than 80% of the area median income (AMI)?*
Have you identified funding sources for the full cost of the development, and are all of your funding sources committed or highly likely?*

STOP - Not Eligible

Because you responded "No" to one of the eligibility questions, your project is not eligible for the program for which you are intending to apply. Do not continue this pre-application. Review the NOFA and program guidance carefully and reach out to HO.Development@hcs.oregon.gov if you have any questions.

Provide a brief description of your project for our records. Responses should not exceed 200 words.

Provide primary contact information for the application phase of this project. OHCS will reach out to this contact with any questions regarding the pre-application or application, unless otherwise specified.
