VA Military Residency for tuition purposes

Use this form to apply for Washington residency for tuition purposes.


This is a one-time request. If you have been granted resident tuition in a previous term, you do not need to reapply. Your residency status will be listed as Non-Resident in myWSU but your tuition rate will update to the resident amount before tuition is due. If you have questions regarding your residency for tuition status, email residency@wsu.edu.


Use your WSU email address as your contact email. We are not able to process requests with private email addresses. This application may require further documentation - requests will be sent to your WSU email address via Smartsheet. If resident tuition is granted, your Cost of Attendance will be listed as Non-Resident. If you are otherwise eligible for residency in Washington, you may wish to apply for full Washington resident status to show the Resident Cost of Attendance each term.

What term are you applying for residency to start?*

Residency is needed only for Fall and Spring terms. All other terms do not charge Non-Resident tuition. Residency requests are accepted no later than the last day of the term. Requests after this date will be processed for the next term.

VA Educational Assistance and Rehabilitation Benefits

Students who are military-affiliated and eligible for certain benefits may receive resident tuition in Washington. Military-affiliated students include active duty, national guard, reserves, veterans, and their dependents (spouses, former spouses, and children).


The benefits are those defined in Title 38 U.S.C. and Title 10 U.S.C. Chapter 1606. They include:

  • Post-9/11 GI Bill®
  • Montgomery GI Bill® – Active Duty
  • Montgomery GI Bill® – Selected Reserve (for National Guard and Reserve members)
  • Chapter 31 Vocational Rehabilitation and Employment
  • Chapter 35 or Survivors’ and Dependents’ Educational Assistance (DEA)
  • Marine Gunnery Sergeant John Fry Scholarship
  • Edith Nourse Rogers STEM Scholarship

Active Duty and Veteran Students

Use these descriptions to select your status below.


MILITARY-AFFILIATED and ELIGIBLE FOR LISTED BENEFITS - Student is active duty, national guard, reserve, or a veteran and is eligible for the benefits listed in the previous section. Most students will be eligible with this status.


Other options - use only when you don't meet the status above:


ACTIVE DUTY - Student is an active duty military member stationed in Washington.


ACTIVE DUTY FORMERLY STATIONED IN WA - Out-of-state active members who were stationed in Washington if: they enroll in a Washington institution prior to reassignment and stay enrolled, OR enroll in a Washington institution within 3 years of the date of reassignment.


ACTIVE DUTY STATIONED IN OREGON - Student is an active duty member who lives in Washington state and is stationed in an Oregon county that borders Washington.


WA NATIONAL GUARD - Student is a member of the Washington Army or Air National Guard. Not required to be active duty.


NATIONAL GUARD MAINTAINED WA DOMICILE - Student is stationed out-of-state but entered service in Washington and maintained their Washington domicile.


VETERAN: 10 YEARS SERVICE - Student is a veteran who had at least 10 years of honorable service and at least 90 days of active duty service. Separation does not have to be from active duty. Used for students who are not eligible for VA educational or rehabilitation benefits. Must enter school with 3 years of separation.


VETERAN: SEPARATION DUE TO SEXUAL ORIENTATION/GENDER IDENTITY - Student was separated from the uniformed services and discharged due to sexual orientation or gender identity. Does not apply to veterans who have a dishonorable discharge.

Spouse or Dependent Student

MILITARY-AFFILIATED and ELIGIBLE FOR LISTED BENEFITS - Student is the spouse or dependent of active duty, national guard, reserve, or a veteran and is eligible for the benefits listed in the previous section. Most students will be will eligible with this status.

S/D OF ACTIVE DUTY: STATIONED IN WA - Student is the spouse or dependent of an active duty military member who is stationed in Washington state.


S/D OF ACTIVE DUTY: MAINTAINED WA RESIDENCY, STATIONED ELSEWHERE - Student is the spouse or dependent of an active duty military member who entered service as a Washington resident and maintained their Washington domicile.


S/D OF MILITARY MEMBER STATIONED IN OREGON BORDER COUNTY - Student is the spouse or dependent of an active duty military member living in Washington state, but stationed in an Oregon (OR) border county. If the active duty member moves out of WA or is stationed outside of an OR county bordering WA, the student maintains resident status as long as they enrolled in a WA institution prior to the move and stay continuously enrolled OR are admitted to an institution before the move and enrolled during the term admitted.


S/D OF WA NATIONAL GUARD - Student is the spouse or dependent of a member of the Washington Army or Air National Guard.


S/D of WA NATIONAL GUARD, STATIONED ELSEWHERE - Student is the spouse or dependent of a Washington National Guard member who entered service in Washington and maintained their Washington domicile.


S/D OF VETERAN: 10 YEARS SERVICE/90 DAYS ACTIVE - Student is the spouse or child less than 26 years old of a veteran who separated with at least 10 years of honorable service and at least 90 days of active duty service. For student not eligible for VA education or rehabilitation benefits who entered school within 3 years of veterans separation.

Required Document List

Accepted document formats: JPG, PDF. Many devices have a print to pdf option, including Apple OS.


NOT ACCEPTED formats: HEIC, WEBLOC, PAGES, any shared format, any format that requires a password. Photos from your Apple iPhone must be converted to JPG.

Documentation of your eligible VA Educational Benefit:

  • Certificate of Eligibility (COE), or
  • Statement of Benefits showing your name & benefit, or
  • Screenshot of your VA profile showing your name & approved benefits.


We must have the COE, Statement of Benefits, or the screenshot of your VA profile showing your name & APPROVED benefits. Do not submit the confirmation that you applied for benefits nor other documents in lieu of these documents. Allow 30 days for the VA to process your application for benefits. Your application for resident tuition will not be processed without the correct documentation of educational benefits.

Orders bringing the military member to Washington state.

Current orders for the military member.

Documents or evidence showing that the military member has maintained their Washington residency. Claiming WA as the DoD "home of record", by itself, is not sufficient.


Acceptable documents could include:

  • WA Drivers License
  • WA Vehicle Registration
  • WA Voter ID

Contract for the military member with a Army or Air National Guard unit.

Form DD 214 for the military member, copy 4.

Documentation of relationship with the military member is required when the spouse or dependent is not mentioned by name on the provided documentation. It is always required for National Guard members.


Acceptable documentation could include:

  • Birth Certificate for dependent
  • Marriage License for spouse
  • Birth Certificate & parent's Marriage License for step-child
