Phases of the Business Development Program

Development Phase 1 - Enrollment:

Enroll in certified DBE's in the Business Development Program.


Development Phase 2 - Business Plans:

Develop, or update, enrolled DBE Firm's business plan.


Transitional Phase 3 - Workshops:

Conduct DBE Certification and bid submittal Workshops for potential DBE's and certified DBE's.


Transitional Phase 4 - Bid Matching Assistance:

Provide Bid Matching Assistance

Eligibility Requirements

The following are eligibility requirements to participate in the Business Development Program (BDP)


  • A BDP participant must be, or in the process of, DBE certified.


  • A BDP participant must possess the appropriate NAICS codes for construction, trucking, manufacturing, and/or professional services that pertain to highway construction.


  • A BDP participant has experienced "limited success" in obtaining contracts on Caltrans or Local Assistance, federally funded highway construction projects. Limited success is defined as a DBE firm that has been awarded, or participated in, fewer than five (5) Caltrans federally funded highway construction projects and have not exceeded the five-million dollars awarded contract threshold in the previous two (2) years.

The Business Development Program provides the following:

  • One-on-one technical assistance
  • Technical training assistance
  • Business plan development
  • Bid-matching opportunities
  • Dual certification assistance
  • Financial software procurement assistance
  • Referrals to specialized organizations related to bonding & insurance, and funding
  • Networking workshops throughout the state
