Overview Appalachian Power Company dba American Electric Power (referred to herein as “Appalachian Power”) offers financial incentives (“rebates”) to grow the penetration of electric heat high efficiency heat pumps in it's West Virginia service territory. The Appalachian Power Switch and Save Heat Pump Program will pay incentives toward the purchase and installation of a new energy efficient heat pump for heating and cooling that replaces a non-regulated fuel source such as wood, propane, etc. Program Effective Dates and Funding Availability Funding is available for installs after July 1st, 2021 until approved funds are exhausted, or until June 30th, 2024, whichever comes first. Please note that funds are limited and subject to availability. Program Eligibility Requirements Prior to payment of a rebate from Appalachian Power, the following requirements must be met: The Applicant must be a residential customer served by Appalachian Power in West Virginia; The heat pump must be installed on site and connected to Appalachian Power’s West Virginia electric service grid and have a valid Appalachian Power account number; The heat pump must meet the minimum criteria of 15 SEER and 8.8 HSPF and the qualifying equipment must be installed by a participating program trade ally. Only one rebate per premise number will be provided, and this one-time rebate shall not exceed $700 or $900 for low-income qualified customers. A completed Application must be submitted by the Customer, along with a copy of the heat pump installation invoice. Any confidential customer information contained in any documents associated with the customer’s Application will be protected from public filings. Application Review Process Applications are not a guarantee of program acceptance and incentive payment. The program administrator will review applications for eligibility and completeness. Completed applications will be reviewed in the order received. A rebate will be issued to the customer when the Appalachian Power receives a complete application package from the customer and determines program eligibility requirements. Applicants who submit incomplete applications will be notified of deficiencies upon review of the application and could lose his or her place in the review process until all requested information is received. APPALACHIAN POWER, ITS AFFILIATES, EMPLOYEES, AGENTS, REPRESENTATIVES, AND CONTRACTORS MAKE NO REPRESENTATIONS OR WARRANTIES, AND ASSUME NO LIABILITY WITH RESPECT TO QUALITY, SAFETY, PERFORMANCE, OR OTHER ASPECT OF ANY HEAT PUMPS INSTALLED PURSUANT TO THIS AGREEMENT AND EXPRESSLY DISCLAIM ANY SUCH REPRESENTATION, WARRANTY OR LIABILITY, INCLUDING BUT NOT LIMITED TO THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NONINFRINGEMENT. NOTHING IN THIS AGREEMENT SHALL BE CONSTRUED TO CREATE ANY DUTY TO, ANY STANDARD OF CARE WITH REFERENCE TO, OR ANY LIABILITY TO ANY THIRD PARTY. APPALACHIAN POWER, ITS AFFILIATES, EMPLOYEES, AGENTS, REPRESENTATIVES, AND CONTRACTOR SHALL NOT BE RESPONSIBLE FOR COSTS OR CORRECTIONS OF CONDITIONS ALREADY EXISTING IN THE FACILITIES INSPECTED WHICH FAIL TO COMPLY WITH APPLICABLE LAWS AND REGULATIONS. INDEMNIFICATION; LIMITATION OF LIABILITY. CUSTOMER AGREES TO INDEMNIFY AND HOLD HARMLESS APPALACHIAN POWER AGAINST ALL LOSS, DAMAGES, COSTS, EXPENSES AND LIABILITY ARISING FROM ANY CLAIMS RELATED TO ANY PRODUCTS INSTALLED OR SERVICES PERFORMED DURING THE INSTALLATION OR MAINTENANCE OF THE HEAT PUMPS. NEITHER APPALACHIAN POWER, ITS AFFILIATES, EMPLOYEES, AGENTS, REPRESENTATIVES, AND CONTRACTORS NOR CUSTOMER SHALL BE LIABLE TO EACH OTHER FOR ANY INCIDENTAL, SPECIAL, INDIRECT OR CONSEQUENTIAL DAMAGES RELATED TO THIS AGREEMENT.
