Columbus Recreation and Parks Department’s Non-Park Use Policy (NPUP) was created to oversee requests for use or development within CRPD properties that would otherwise interfere with recreational opportunities and conservation efforts (i.e., non-park use) following City Code Section 919.03.


Recreational opportunities for the public and natural resource conservation are the paramount use of our parkland. Any entity, organization, or party requesting non-park use or development within CRPD property is required to complete this NPUP application regardless of easement status. If you have an active easement for the CRPD property where non-park use is being proposed, please attach a copy of the easement. CRPD will evaluate applications to determine any possible impacts on CRPD property and approve or deny such requests.

Staging and storing of project materials, equipment, or vehicles on parkland is not a sanctioned NPUP use of parkland, and request for staging/storing will not be approved.

It is strictly the responsibility of the applicant to make the parkland whole.


CRPD will require compensation and/or mitigation, which may require an appraisal for loss or damage of public park land, park facility, recreational opportunity, and or/or tree canopy as a result of authorization of a non-park us/development. At a minimum, CRPD requires replacement/repair of all lands, facilities, improvements, and amenities equivalent to pre-project work.

Please provide:

  1. Project shapefiles or similar map for proposed project including parcel boundaries and areas of impact.
  2. Site plan map or plan sheet for proposed project.
  3. Tree impact survey (if required)
  4. Historical/cultural impact survey (if required)
  5. Easement documents (if applicable)
