Fiscal Year 2024 Non-Profit Security Grant Program National Security Supplemental Application Submission

The Federal Emergency Management Agency (FEMA) Grants Program Directorate released the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA) Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 Nonprofit Security Grant Program – National Security Supplemental (NSGP-NSS) on October 28, 2024. The NSGP-NSS is a competitive grant which provides funds to support target hardening and other physical security enhancement activities for nonprofit organizations at risk of a terrorist attack.


The NSGP-NSS is comprised of two funding sources: the NSGP-NSS-Urban Area (NSGP-NSS-UA) and the NSGP-NSS-State (NSGP-NSS-S). Applicants must apply under the funding source applicable to their geographic location. The NSGP-NSS-UA funds nonprofit organizations located in FEMA-designated urban areas, which in Michigan includes the counties of Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne. The NSGP-NSS-S funds nonprofit organizations outside the FEMA-designated urban areas. There is $105,000,000 available nationwide under each program. Eligible nonprofit organizations may apply for a maximum of $200,000.


The Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD) administers the NSGP-NSS in Michigan on behalf of eligible nonprofit organizations. All applications must be submitted to MSP/EMHSD, following the instructions below, to be considered for funding.

All documents listed below must be submitted to the MSP/EMHSD by December 2, 2024, at 11:59 p.m. Late applications will not be accepted. You will receive confirmation verifying that your application was received from Smartsheet. When submitting your application, check the box at the bottom, "Send me a copy of my responses,” to receive an email with a copy of your application submission.

•    Contact Information Sheet

•    Copy of nonprofit organization’s Mission Statement

•    Copy of nonprofit organization’s Vulnerability/Risk Assessment

•    Price Act Waiver request (If applicable)

•    NSGP-NSS Consortium Workbook (If applicable)


The Investment Justification file must be saved using one of the following naming conventions:

•    NSGP-NSS-UA: FY2024_NSGP_NSS_UA_MI_Detroit_<Nonprofit Name>

•    NSGP-NSS-S: FY2024_NSGP_NSS_S_MI_<Nonprofit Name>


Scanned hard copies of the Investment Justification will NOT be accepted.

When developing your application, please keep in mind that due to the competitive nature of this grant program, requests to change the project scope after an award is made could result in the forfeiture of funds.

Executive Compensation

In accordance with 2 CFR Chapter 1, Part 170 Reporting Sub-Award and Executive Compensation Information, the Michigan State Police, Emergency Management and Homeland Security Division, as a pass-through entity of federal funds, must file a Federal Funding Accountability and Transparency Act (FFATA) sub-award report for federal funds and report on subrecipient executive compensation, where applicable. Completing this form is now required of applicants under the Non-Profit Security Grant Program to assist with meeting this federal reporting requirement.

In the preceding, completed fiscal year, did your agency or organization receive 80% or more of its annual gross revenues in U.S. federal contracts, subcontracts, loans, grants, subgrants, and/or cooperative agreements? AND did your agency or organization receive $30 million or more in annual gross revenues from Federal procurement contacts (and subcontracts) and/or Federal financial assistance (subawards) that are subject to the FFATA in the preceding fiscal year?*
Does the public have access to information about the compensation of the five highest paid executives in your agency or organization through periodic reports filed under section 13(a) or 15 (d) of the Securities Exchange Act of 1934 (15 U.S.C. 78m(a), 78o(d)) or section 6104 of the Internal Revenue Code of 1986?*

Your entity is required to report the compensation of the five most highly compensated executives. (Include the names and annual compensation from the preceding fiscal year for each in the spaces provided below).
