We fund two categories of septic maintenance/repair within Clark County:


  • Septic Inspections, Pumping, and Minor Repairs - Reimbursement up to $130 for septic inspections and $1,000 for pumping or minor repairs (defined as work within the existing septic infrastructure that does not require digging beyond accessing the system). Pumping and/or minor repairs must be indicated as necessary on an inspection report dated within the last 3 months to be eligible for reimbursement.
  • Examples of eligible services include:
  • System control repair/replacement
  • Riser installations
  • Pump repair/replacement
  • Other internal component replacements (baffles, filters, etc.)
  • Repair/replacement of distribution box
  • Repair of existing pipe/lines
  • Tank repair (when no digging beyond system access is required)
  • Design fees (when accompanied by an inspection report indicating a major system failure)
  • Septic work must be completed by a Clark County Public Health certified business.
  • Paid invoices must be submitted within 60 days of the date of service to be considered for reimbursement.
  • Applicants who have previously received Poop Smart Clark reimbursements below $130 for inspections and $1,000 for pumping or minor repairs may apply for additional reimbursements up to the amount of their remaining unclaimed funds, dependent on available funding.

  • Major Septic Repair/Replacement - Up to $20,000 per system, depending on financial eligibility, for major septic system repairs or replacements (defined as work outside of the existing septic infrastructure). An inspection report indicating a major system failure is required for eligibility. This funding is prioritized for applicants who demonstrate financial need and meet environmental criteria.
  • IMPORTANT: This program requires an additional 2-3 month review process before work can begin. If any septic work is done prior to approval, the entire project will be ineligible for reimbursement.
  • Examples of eligible services include:
  • Septic/pump tank replacement
  • Drain field replacement
  • Drain field line replacement
  • Connection to sewer
  • Septic work must be completed by a Clark County Public Health certified business.
  • Applications for major septic repair/replacement funding are reviewed on the first Monday of every month while funding is available. The next review date is April 1, 2025. Sign up here to indicate interest in the program. We will email you with additional information.

By signing up for these grant-provided funds for the Poop Smart Clark Septic Reimbursement Program, the “Applicant” agrees to the following terms and conditions. Poop Smart Clark reserves the right to change the terms and conditions at any time and will make reasonable attempts to notify active Applicants of changes.


  1. Septic systems must be located within the boundaries of Clark County.
  2. STEP/STEF systems are not eligible for this program. Applicants can check if their septic system is linked to the city sewer system using the Clark County Property Information Center.
  3. All work must be performed within the project timeline (August 1, 2024 – August 31, 2027) to be eligible, with all documentation received by August 31, 2027.
  4. Applicants will have up to 60 days after the date of service to submit an invoice for reimbursement. Invoices received more than 60 days after the date of service will not be accepted.
  5. Applicants must use an inspector or business certified by Clark County Public Health.
  6. Inspections and maintenance associated with a home sale are not eligible for reimbursement.
  7. To ensure eligibility and availability of funds, Applicants are required to fill out the Septic Reimbursement Program sign-up form and wait for the eligibility confirmation email before submitting for reimbursement.
  8. Work eligible for reimbursement includes septic system inspections, pumping, and minor repairs. Poop Smart Clark will reimburse 100% of actual costs, up to:
  9. $130 for a septic system inspection.
  10. $1,000 for septic system pumping or minor repair.
  11. The pumping and/or minor repair must be listed as necessary in an inspection report from the last 3 months. If desired repair/pumping is not noted on the report, please contact Poop Smart Clark about eligibility. 
  12. In advance of implementing any repairs, Applicants should contact Poop Smart Clark to confirm eligibility for reimbursement. 
  13. Minor repair eligible for reimbursement (up to $1,000) is defined as work within the existing footprint of the septic infrastructure that does not require digging beyond system access, including but not limited to, the following activities:
  14. System control repair/replacement
  15. Riser installations
  16. Other internal component replacements (baffles, filters, etc.)
  17. Pump repair/replacement
  18. Repair of existing pipe/lines
  19. Repair/replacement of distribution box
  20. Tank repair (when digging beyond system access is not required)
  21. Projects that are ineligible for the septic pumping and minor repair funds (up to $1,000) but could qualify for the Major Repair/Replacement Program (up to $20,000) include, but are not limited to, the following. Note: these will require additional screening and a secondary application prior to starting work. 
  22. Septic/pump tank replacement
  23. Drain field replacement
  24. Drain field line replacement
  25. Connection to sewer 
  26. Applicants are eligible for up to $130 for inspections and $1,000 for pumping and minor repairs per residential septic system. Any costs above $130 for inspections or $1,000 for pumping or minor repairs will be covered by the Applicant.
  27. Applicants who have previously received Poop Smart Clark reimbursements below $130 for inspections and $1,000 for pumping and minor repairs may apply for additional reimbursements up to the amount of their remaining unclaimed funds, dependent on available funding.
  28. Applicants can apply for reimbursement for up to two septic systems used for residential or long-term rental (over six months) properties for a total maximum reimbursement of $2,260.
  29. Reimbursement:
  30. To receive reimbursement for services rendered once eligibility is confirmed, documentation must be submitted through the Poop Smart Clark Reimbursement Request Form. Proof of payment must be included in submitted documents.
  31. Funds are available for reservation on a first-come, first-served basis for all eligible Applicants. Receipt of an email confirming eligibility following submission of the sign-up form will set aside funds for a limited time.
  32. Poop Smart Clark will hold funds for an Applicant for up to 30 days from the day Poop Smart Clark emails the Applicant the confirmation of eligibility (see 7 above). Documentation can be submitted for reimbursement after the reserved period up to 60 days after the service date; however, the availability of funds is not guaranteed. Applicants are advised to request an extension if they are unable to submit a reimbursement request within the reservation window by contacting the Poop Smart Clark Program. All documentation must be received by August 31, 2027.
  33. Poop Smart Clark and its partners reserve the right to verify provided information before authorizing payment.
  34. The program does not cover credit card fees.
  35. Applicants can expect a 45-day turnaround period in which Poop Smart Clark, a program under Clark Conservation District, will review the reimbursement request and issue a check to the provided mailing address.
  36. Inspection results:
  37. As with any septic system inspection, the results will be entered by the septic contractor into the Clark County property information database and shared with Clark County Public Health and the Department of Ecology.
  38. Poop Smart Clark will compile the reimbursement documentation provided by the Applicant and submit that information to our grantor (Department of Ecology) and partner (Clark County Public Health) as needed.
  39. The Applicant agrees to hold the Poop Smart Clark partners harmless from all claims of every kind and character arising out of or in any way connected with the project.
  40. None of the Poop Smart Clark partners are responsible for arranging or performing any septic work.
  41. Clark Conservation District’s Executive Director reserves the right to exercise best judgment in unique circumstances not explicitly described within these terms.

By applying for these grant-provided funds for the Poop Smart Clark Septic System Major Repair/Replacement Reimbursement Program, the “Applicant” agrees to the following terms and conditions. Poop Smart Clark reserves the right to change the terms and conditions at any time and will make reasonable attempts to notify active Applicants of changes.

  

  1. Eligibility:
  2. The Applicant must complete the Septic System Reimbursement Program sign-up form to be considered for eligibility.
  3. The Applicant’s property must be located within the boundaries of Clark County. Properties within 200 feet of a stream will be prioritized.
  4. Poop Smart Clark will base financial eligibility for reimbursement on a household’s financial need, as determined by 2024 federal income classifications for Clark County.
  5. Reimbursement will be provided to eligible participants using this sliding scale (based on Adjusted Gross Income per household, where “household” is defined as all people who live in a housing unit, regardless of their relationship to each other).
  6. The Applicant must provide proof of income to Clark Conservation District.
  7. For additional financial assistance with septic repair and replacement, visit Clark County Public Health.
  8. The property must be a primary residence or long-term (over six months per tenant) rental property. OSS serving commercial buildings are not eligible for the program.
  9. Inspections and maintenance associated with a home sale are not eligible for reimbursement.
  10. Poop Smart Clark will not fund projects that cost less than $5,000 through this program. For repairs under or near $5,000, Applicants should consider the Poop Smart Clark “inspection, pumping, and minor repair” reimbursement program, which reimburses up to $1,130 for inspections, pumping, and/or repairs and requires much less administrative review.
  11. Applicants must submit an inspection report with their application that indicates a major system failure and the need for an eligible repair or replacement. Eligible services include, but are not limited to, the following:
  12. Septic/pump tank replacement
  13. Drain field replacement
  14. Drain field line replacement
  15. Connection to sewer (when available)
  16. Participants are eligible for reimbursement once per Applicant up to $20,000, based on income levels.
  17. Applicants who have previously used the Poop Smart Clark Major Repair/Replacement program are ineligible for additional funds.
  18. Applicants must use an inspector or business certified by Clark County Public Health.
  19. Submission of the application does not guarantee eligibility or available funds.
  20. If an Applicant is selected for funding, Clark Conservation District and Clark County Public Health will conduct a site visit to the Applicant’s property to verify and gather additional environmental information.
  21. The Applicant agrees to wait until formal approval and notification by the Conservation District to initiate work with a contractor to apply for permits, purchase materials, or do any work. All landowners and Clark Conservation District must sign a cost share agreement and the cultural resources must be completed BEFORE work begins.
  22. All work must be performed within the project timeline (August 1, 2024 – August 31, 2027), with all documentation received by August 31, 2027, or the date listed on the cost share contract, whichever is soonest.
  23. The repair or replacement must be initiated and completed in a timely manner. Clark Conservation District will regularly communicate with the Applicant and septic contractor about the timeline of work. Applicants should communicate with Clark Conservation District about any delays. If significant delays occur, the Applicant may be removed from the funding program. Clark Conservation District will provide ample notice to the Applicant in this situation.
  24. If a sewer system is available for connection, Clark Conservation District will require that Applicants connect their homes to the sewer system.
  25. Clark Conservation District can cover the cost of sewer connection up to the same amounts as listed in the table on page 1 if the inspection report indicates a major system failure.
  26. STEP/STEF systems are not eligible for this program. Applicants located in Camas can check if their septic system is linked to the city sewer system using Clark County Property Information Center.
  27. Prioritization:
  28. Clark Conservation District will prioritize geographically and financially eligible applications by financial need and severity of water quality impact of the septic system issue(s).
  29. After the one-month review date, Clark Conservation District will select the top-ranked Applicants for funding until no funding remains or there are insufficient Applicants to exhaust funding.
  30. Clark Conservation District has the discretion to select and fund projects before the application period closes, which is a course of action that will be considered for situations of very severe water quality impact and/or financial need.
  31. Reimbursement:
  32. Funding will be provided to the Applicant after the OSS work is completed.
  33. The Applicant can choose to have the funds directly paid to the contractor if the contractor allows.
  34. The Applicant is eligible for a total of up to $20,000 of reimbursements per septic system, not to exceed actual costs, depending on income levels.
  35. The Applicant agrees that the Applicant is responsible for any costs above the identified eligible amount.
  36. The Applicant agrees to cooperate with the following processes and agreements:
  37. Cultural Resources Review process and Inadvertent Discovery Plan
  38. Landowner Agreement
  39. Clark CD Cost-Share Contract
  40. The Applicant agrees to properly maintain the septic system.
  41. The Applicant agrees to hold the Poop Smart Clark partners harmless from all claims of every kind and character arising out of or in any way connected with the project.
  42. None of the Poop Smart Clark partners are responsible for arranging or performing any septic work.
