This single form is used for the Predevelopment loan/grant programs:


1) Predevelopment Loan Program (PDLP)


  • Please note: Unless your project has received confirmation of a Procorem Workcenter for the project being applied for here, it will not be considered for PDLP funding. Projects applying for the PDLP must have demonstrated through their Intake Form at least sufficient readiness to have begun their Impact Assessment application. Part of the PDLP application is accessed through a Procorem Workcenter. This application will not be admitted until that step has taken place.



2) Project Feasibility Loan Program (PFLP)


  • PFLP funds can be applied for sooner than PDLP and applicants must complete and submit their application through this form.



3) Predevelopment Grant Program (PDGP)


  • Applicants must complete and submit their application through this form. Projects that have demonstrated compliance with the grant requirements are eligible to receive predevelopment funds in the form of a grant rather than a loan.

Be sure to include the number and type of housing units or non-residential space you plan to develop; the range of household income levels that you plan to serve in the project; the project use (residential, mixed-use, etc.); and any special population that you plan to serve (farmworkers, households with supportive service needs, etc.).

In order to complete this application for the Oregon Project Feasibility Loan program, please upload:


  1. Your organization's Articles of Incorporation or By-Laws
  2. Your organization's annual operating budget (core operations, not including properties held in subsidiary corporations)
  3. Your organization's audited financial statements from the last THREE years with a year-to-date interim profit & loss. If your organization's fiscal year has ended, but your most recent audited annual financial statements have yet to be prepared by their CPA, OHCS will accept unaudited financial statements for that year, as well as an unaudited year-to-date profit and loss statement with a balance sheet, in addition to the three years of audited financial statements.
  4. For culturally specific organization, submit your organization's Culturally Specific Organization Certification.


Applications submitted without the above 4 documents will be marked incomplete and not be considered for the program. If there is an item that does not apply to your organization, please attach an explanation of why it was not provided.

Describe how the proposed housing development concept supports agriculture employees by meeting the following criteria:


  • Is located within an Urban Growth Boundary.
  • Is within 20 miles of significant agriculture employment.
  • Is promoted for residential use by agriculture employees and includes amenities suitable for them and their families.
  • Consist of multifamily dwellings or clusters of buildings, such as manufactured, prefabricated, or modular housing, or uses innovative construction methods.
  • Is operated under a model designed to preserve affordability or ensure control of the property by its residents.
