Deputy Chief of Party- Operations,
USAID Sudan Locally-led Development and Peacebuilding
Chemonics International, a U.S. based international development consulting firm, seeks a Deputy Chief of Party- Operations for the anticipated $25-50Million USAID Locally-led Development and Peacebuilding (LDP) Activity for Sudan. This Activity will complement the USAID/Sudan development and humanitarian assistance portfolio by increasing Sudanese capacity to address conflict and build peace, engage in democratic processes, and promote community resilience and socio-economic development.
The Deputy Chief of Party- Operations position is based in East Africa, with significant travel to Sudan, and the anticipated project duration is five years. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
This position is contingent upon award and funding.
Responsibilities Include:
- Program Oversight: Supervise operations across various functions including administration, grants, human resources, logistics, procurement, and financial management
- Grants Management: Oversee the entire grants program from inception to closeout, ensuring effective implementation
- Resource Coordination: Collaborate with the project leadership team to establish strategies for external resources, focusing on cost control and operational efficiency
- Budget Management: Ensure accurate budget projections for monthly transactions and quarterly forecasts
- Agreement Management: Manage agreements with landlords, vendors, subcontractors, and grantees, maintaining organized procedures and documentation
- Compliance and Supervision: Support adherence to USAID and Chemonics policies, ensure compliance with regulations, and provide constructive feedback to project staff
Qualifications:
- Bachelor’s degree (Master’s preferred) in accounting, business administration, or related field; Or an equivalent combination of education and work experience in a related field
- At least ten years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs
- Extensive experience in development and managing a USAID and/or donor-funded grants program
- Demonstrated experience in successful delivery of complex donor-supported projects in fragile environments including expertise in management, monitoring and evaluation, strategic planning, staff supervision, and contracts and budget oversight
- Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers
- Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
- Fluency in written and spoken English required; Arabic language experience strongly preferred
