Consolidated Grant Program Application

Thank you for your interest in applying for the Consolidated Permit Review grant. We strongly encourage applicants to read the grant application instructions completely before beginning to fill out the application form. Grants will be awarded on a first come, first served basis. The application window closes May 31, 2024, at 5:00 p.m.


A complete application includes this form, the adopted resolution or ordinance related to building permit review consolidation, and a signed letter of support from either your city mayor, county executive or the chair of your board of county commissioners, uploaded to this form which supports the work to be done as funded by this grant.

Has your jurisdiction adopted a resolution or ordinance that includes the following building permit review consolidation requirements:


a.    No later than July 1, 2024, we must begin to issue final decisions on residential permit applications within 45 business days or 90 calendar days, using consolidated review for building permit applications.


b.    No later than July 1, 2024, we must determine a specific fee structure that will allow us to continue providing consolidated permit review within 45 business days or 90 calendar days.


c.    On September 15, 2024, December 15, 2024, March 15, 2025, and June 15, 2025, we must provide a quarterly progress report and status update to the Department of Commerce. The report must include the average and maximum time for issuing final decisions on residential building permits using consolidated review during our participation in the grant program. The status update will include a description of work completed under chosen eligible activity or activities.


d.    If we are unable to successfully meet the terms and conditions of the grant, we understand that we must enter a 90-day probationary period. If we are unable to meet the terms and conditions of this grant by the end of the probationary period, we will no longer be eligible to receive grants.


For purposes of this grant, “consolidated review” means: "the integrated and consolidated review and decision on two or more project permits relating to a proposed project action, including a single application review and approval process covering all project permits requested by an applicant for all or part of a project action and a designated permit coordinator" per RCW 36.70B.120.


For the purposes of this grant, "residential permit" means "a permit issued by a city or county that satisfies the conditions of RCW 19.27.015(5) and is within the scope of the international residential code, as adopted in accordance with chapter 19.27 RCW."
