ICH Full Council - Nomination Form for Community Representatives

The DC Interagency Council on Homelessness (ICH) seeks nominations for seats vacant or expiring in 2025 for a two-year service term from 2025 - 2027.

  • Use the following form to express your interest and expertise.
  • Nominations of other community members are due by CoB Friday, 01/03 as ICH will need time to engage with individuals to confirm their acceptance of the nomination and to receive additional details.
  • Self-nominations are due by CoB Friday, 01/10.
  • You do not need to submit a nomination if you are currently confirmed/awaiting confirmation by DC Council (2023 Nominees)!


Nominee Selection and Confirmation Process:

Non-conflicted members of the ICH Full Council and Executive CMTE members will review nominations and make recommendations to the Mayor via the Mayor's Office of Talent and Appointments (MOTA) for submission and confirmation by DC Council.

Federal Rule Making

  • Continuum of Care (CoC) Program Interim Rule focuses on the regulatory implementation of the CoC Program, including the CoC planning process
  • HUD’s Introductory Guidance provides an overview of the three primary responsibilities of a CoC:
  • Operating the CoC
  • Designating & operating an HMIS
  • CoC Planning

Member types are defined in the ICH establishing legislation § 4–752.01

  • Provider - One representative each from a minimum of 7 and a maximum of 8 organizations that are providing services within the Continuum of Care;
  • Lived Experience - A minimum of 3 and a maximum of 4 homeless or formerly homeless individuals;
  • Advocate - A minimum of 3 and a maximum of 4 representatives of advocacy organizations for the District's homeless population;
  • Business or Private Sector - A minimum of 3 and a maximum of 4 representatives of business, philanthropic, or other private sector organizations that have resources or expertise to contribute to addressing homelessness in the District;

Ideally, ICH Full Council members are serving on at least 2 other forums to promote leadership and cross system sharing.


Note that the ICH is also conducting an inaugural call for Leadership Slates here. You are invited to nominate yourself for those forums directly as well. The ICH will be reviewing and synthesizing nominations across all forums to maximize representation.

Mayor's Office of Talent & Appointment (MOTA) Questions

Full Council nominations are reviewed by non-conflicted members of the Full Council and Executive Committee who makes recommendations to the Mayor via the Mayor's Office of Talent and Appointments (MOTA) for submission and confirmation by DC Council.


Selected nominees will be required to submit additional questionnaires and information to MOTA as well as testimony to DC Council.

Please list all boards and commissions connected with the District Government of which you are or have been a member, including the term of service for each.


For example, the board seeks to integrate diversity and experience in perspectives, including experience or expertise with delivering front-line services in the District, gender identity and sexual orientation, etc.

Please feel free to upload any supporting documentation for your nomination, including a letter of support or recommendation, your resume, etc.


This is not required. Absence of a letter of support or resume will not impact or otherwise disqualify you from consideration.


NOTE: Please be aware that MOTA's review process does include additional questionnaires, disclosures and submissions, including resume, potential liabilities, etc.
