Ramsey County
Just Deeds Application
The Just Deeds project helps property owners reject discriminatory covenants, also known as racially restrictive covenants, on titles to their real property. Discriminatory covenants were tools used by cities, developers, real estate agents, lawyers, and others to prevent people of color and people of certain religions from buying or occupying homes in certain neighborhoods. Although discriminatory covenants were outlawed in Minnesota in 1953, they still appear in real estate records across the country. In 2019, the Minnesota Legislature passed a law allowing property owners to discharge these covenants by filing a document in the county land records. To get started looking for and removing a discriminatory covenant from your property title, please complete this form and a government representative will forward your information to a volunteer expert who will contact you directly about your property.
