Commerce is seeking comments on elements of program deliverability for a design of a statewide low-income energy assistance program. The comment period follows an August 21 workshop. Comments are due close of business Friday, Sept. 15.

Under current law, electric utilities are responsible for the total residential energy burden of their customers. How would electric utilities set a bill assistance level to meet the household's total residential energy costs? For instance, what if a household is served by one electric utility and a different natural gas utility, or uses utility and non-utility energy, such as propane and wood. How would the utility account for these costs? How would this impact the delivery of assistance to households?

What are the benefits, drawbacks, or other considerations of using no-cost or consigned allowances to fund low-income energy assistance? How would choosing this funding mechanism potentially impact program delivery for low-income households?
