Applicant Details

I have played football in Herefordshire since a junior, before retiring from playing last season at the age of 41. During my journey within football I became a referee and officiated in both Herefordshire and Wiltshire before progressing to Level 5. As a Level 5 I then officiated on the West Midland Football league and in my final season as a referee won the Sunday League referee of the season. I have recently taken up the position of Club Secretary at Hereford Pegasus, and in doing so have found a passion for football administration even I did not know I had.


I believe my experience from various areas of football over several decades provide me with well balanced views on footballing matters, especially those within the County.


I would like to use my experience to help provide a better experience within football in Herefordshire, not just for the present, but to help lay solid foundations for the future too.

I feel grassroots clubs need more support to be able to strive in giving players the support and help needed in staying in the game. More help is needed or guidance given. There is a lot of problems with clubs being able to survive due to clubs locations with flooding, finding for equipment, having a decent playing surface to play on. I feel I can help contribute to clubs having a safe and long playing journey.

As a referee, I've found the experience sometimes fraught and then it's been a pleasure to do games in the middle.

These experiences really need to be changed, to make it more a pleasurable one. Not to be constantly abused. We need to look at ways of educating players, coaches and supporters on how not to abuse referees. This is going to cause the lack of retention of officials and one that needs to be addressed very quickly.


The groundsman role may over the coming years, be a thing of the past but grass pitches need to be in tip top condition for those who have large junior sections at their clubs. The right playing surface for juniors and seniors alike, gives everyone the opportunity develop skills the have only dreamed about and have tried to replicate on a poor standard pitch.


Its primarily about Education of clubs getting things in the right order and having the leadership and at the highest level within the local County FA.

The right person has to be one where progression and development is vital . Someone who has close contact with various areas of football within Herefordshire . Good listener and communicator with experience of football and football adminstration ,safeguarding and development .


As a coach , manager , welfare officer , safeguarding lead , player , mentor within Hereford for over 30 years and at present coaching and managing Hereford FC Under18 I feel that my experience and positive outlook will enhance the councils ongoing positive development .


I have worked in both primary and secondary schools and worked in the PDC both girls and boys and have managed the first girls represetive side in Herefordshire.


At present I am working with Jonathan Nash at Hereford FC with the community projects and Hereford FC U18 and have vast experience within Herefordshire football over 40 years

I feel I am right for this role, due to my experience, being a level 5 referee (ex-level 4) and now refereeing for 11 years. I have worked with various officials and feel I know what is needed from the council and from the HFA to improve the quality and quantity of refereeing around Herefordshire. Being a 27 year old teacher, being organised and working with different types of people comes with my job. As my main focus in my life is to try and improve the people and what people do around me

I have 20 years’ experience and involvement, first as a parent supporting my son’s team, then as Club Secretary where I learnt the extent of the admin involved behind the scenes.

I have worked hard to raise our standards as a Club and improve the grassroots experience for all our Club members.

I would welcome the opportunity to become more involved with my local association to use this experience of how things work from a club’s perspective as an asset to the council from the viewpoint of junior football for both girls and boys.


Kevin Morris – 43 years old Managing Director and Shareholder of the UK subsidiary for a global German Manufacturing company. Married with 2 children, with whole family involved with football across the county. A level 1 coach supporting my children with their teams.


Qualified as a referee back in June 1992, and have progressed from grassroots to the professional game, helped along the way with support and encouragement from HFA members and HFA referees.


2007 became Licensed Instructor to help support and develop local referees with delivering basic referee courses and Inservice training. This has since be changed to FA Referee Developer and has seen my support the recent delivery of new generation referee course, with 19 newly qualified referees coming through. Also, an active member of Cheltenham Referees Association, with plans to increase the membership with HFA referees to then allow us to be in a position to restart the Herefordshire branch in 2022


I’m keen to utilise my experiences and knowledge to represent the local referees, with recruitment, retention and development of all HFA referees a priority and to give every referee a voice to be heard.

I have a passion for football, especially at grassroots level and believe that children playing has a hugely positive effect on their physical/mental wellbeing. I currently coach a junior side in the Herefordshire league and have my FA level 1 coaching badge. I am on the waiting list for the Uefa C badge. I love seeing the children enjoy my sessions and seeing them improve game by game. Both my children are involved at the club where I coach and I believe that all 3 of us will be involved in Herefordshire football for the foreseeable future.

I have been a Grass Roots football coach in Hereford for the past seven years. I have run two teams in this time, Lads Club Galaxy and Lads Club Harriers. In my professional career I have been a senior manager in Retail and of late I have run my own business.

I am a passionate about Grass Roots Football as I believe it’s the children that represent our future.

FA programmes such as ‘Respect’ and ‘Safeguarding’ are the corner stone of protecting our future and are the pillars of current and any future success.

Both of my sons play in the HJFL and of late my eldest has become a HFA referee giving me an additional viewpoint into Grass Roots football as well as senior football.

I strongly believe that the HFA and all of the Grass Roots football coaches are doing a wonderful job in administering and developing young footballers in the County, but I have come to recognise that there is a gap in strategy and communication between both. This in turns affects the very young people in which our future is invested, the children. I further recognise that the development and retention of young referee talent is of equal importance alongside the development of young footballers. Finally, but as importantly I believe that the senior game can do a lot more to support and develop Grass Roots football, both as role models and the sharing of knowledge, opportunity and resource.
