Rogue Business Elevate Incumbent Worker Training Application

PURPOSE

The Incumbent Worker Training grant provides funding to businesses in Jackson and Josephine County to train existing employees in skill upgrades. The program is aimed at promoting retention and advancement in sectors such as manufacturing, construction, information technology, natural resources, transportation, healthcare, behavioral health, and childcare. The maximum grant award is $25,000, and the program is fully funded by the Department of Labor. Priority is given to priority populations, and training support focuses on upskilling employees for their current position or an advanced role. Employers partnering with WorkSource Rogue Valley to fill vacated positions due to advancement will receive special attention, contributing to the creation of new jobs. The training is expected to create new jobs, retention of jobs, increase wages for better-trained workers, a higher-skilled workforce, and a more profitable business climate.


FINANCIAL SUPPORT DETAILS

Reimbursement percentages vary depending on employer size and training type. If selected, Rogue Workforce Partnership will reimburse the following for trainings under the Incumbent Worker Training program:


  • 90% of the training cost for employers with fewer than 50 employees
  • 75% of the training cost for employers with between 50 and 100 employees
  • 50% of the training cost for employers with more than 100 employees


*Wages paid while participants are attending training may be included in employer contributions.

Are the employees who will receive training under this grant incumbent workers?*

An incumbent worker needs to be: 

  • Employed
  • Meet the Fair Labor Standards Act requirements for an employer-employee relationship
  • Have an established employment history for six months or more. In the case where the training is being provided to a group of employees, the majority of employees must be employed with the business for six months or more
Sharing Requirement Confirmation*

Our federal grant requires employers to share the cost of training. The employer share is based on the size of your workforce at the time of training. Your share can be the wages you pay your employees while they are in training, equipment purchased for training, curriculum development expenses, or other miscellaneous costs that occur during training.  

 

Your employer size is based on the number of employees currently at the local operation where the incumbent worker training will occur. The following is a breakdown of the employer share based on your size:  

  • If you have 50 or fewer employees, the required share is at least 10% of the total cost of training. 
  • If you have 51 to 100 employees, the required share is at least 25% of the total cost of training. 
  • If you have 101 or more employees, the required share is at least 50% of the total cost of training.

Allowable employer contributions consist of employee wages paid while participants are attending training and/or the shared training costs based on the percentages listed above.

IWT Specific Roles & Responsibilities

The Employer agrees to the following if the training is approved:

  • Employer will provide a list of employees attending before the training start date (any changes to the list must be approved prior the start of the training)
  • Employer will provide hire dates for all enrolled employees (enrolled employees must have worked for the employer for at least 6 months)
  • Employer will provide required documentation to verify the employer contribution amounts (training receipts, wage stubs, etc.)
  • Employer will provide wage information before and after training (to document wage increase)
  • Employer assures enrolled employees will comply with all registration requirements (for both the Training Provider and the Rogue Workforce Partnership)
  • Employer will stay in contact with program management staff (Rogue Workforce Partnership, Worksource Rogue Valley and other agencies delegated by the Rogue Workforce Partnership) before, during and immediately after the training end date
  • Employer will provide timely updates to Rogue Workforce Partnership staff regarding any changes in training dates, participant enrollment, training costs, etc. 
  • Employer will pay for a portion of the training cost based off the number of employees:
  • 90% of the training cost for employers with fewer than 50 employees
  • 75% of the training cost for employers with between 50 and 100 employees
  • 50% of the training cost for employers with more than 100 employees
