Technology Purchase Request

WELCOME TO THE CLIMATE CHANGE TECHNOLOGY AND JUST TRANSITION OF THE WORKFORCE PROGRAM OF THE

SUSTAINABLE ISLAND RESOURCE FRAMEWORK FUND (SIRF FUND),

DEPARTMENT OF THE ENVIRONMENT,

MINISTRY OF HEALTH, WELLNESS, SOCIAL TRANSFORMATION AND THE ENVIRONMENT

The government has established the SIRF Fund, designed to channel donor funding in a manner that reduces transaction costs and paperwork while meeting donor requirements. To this end, the SIRF Fund is piloting a bulk-purchasing approach to introduce climate adaptation and mitigation technologies into the country, making these available to all at a low cost.

This approach will introduce technology at a rate that matches the training provided by ABICE and other technical and business schools to new small business owners for installing and maintaining these technologies. The just transition of the workforce involves providing an enabling environment and resources to create jobs and small businesses in Antigua and Barbuda.

The program is designed to model the purchasing behavior of Antiguan families, who often buy products online from various platforms. In this case, however, the Fund has accessed technology directly from the manufacturer, making it even more affordable than ordering from Amazon and other sites.

The Fund is not aiming to replace local businesses but to enhance the market, allowing local businesses to grow. As more technology enters the market, the rate of job creation will also increase.
