Non-Park Use Permit (NPUP) Application

Please review the following important information:

Do not navigate away from this form before submitting all fields. If you leave this window while your application is in process, your work will not be saved and you will need to start over.

This form contains links to other webpages for reference that may not open in a separate window by default depending on your browser. Please open links in a separate tab so that information entered in this form is not lost.

NPUP application processing may take 4-6 weeks from submission.

Fees and insurance are generally required to process your application.

Submission of an application for use of PP&R property does not guarantee that park land will be made available for the requested use.

Work authorized under an NPUP may require additional permits, including permits or authorizations required by other City bureaus. Please contact Portland Permitting & Development and Urban Forestry to determine if other permits are necessary.

NPUPs are not confidential. Any information submitted through this application is subject to public records requests.
