The purpose of Guinea Integrated Good Governance Activity (GIGGA) is to provide technical support to local government to improve decentralization service delivery in health, education and economic growth. Chemonics International, a leading international development organization based in Washington, D.C., seeks a Chief of Party for the anticipated U.S. Agency for International Development (USAID)-funded Guinea Integrated Good Governance Activity (GIGGA). The purpose of this Activity is to provide technical support to local government to improve decentralization service delivery in health, education and economic growth. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This position will be based in Guinea.




Responsibilities:


  • Provides overall leadership, technical oversight, quality control, management, and thought leadership to the program.
  • Oversees program implementation; collaborates with USAID, national and regional government actors, and stakeholders — including program partners, public and private sector organizations, service providers, and beneficiaries — to address program objectives.
  • Supports and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program.
  • Coordinates with Chemonics-Washington and USAID counterparts to ensure program compliance with USAID regulations and requirements.
  • Fosters and maintains excellent and effective relationships with USAID and other donors, government officials, and other entities mentioned above.
  • Ensures quality control and overall responsiveness of technical assistance; leads the program through programmatic shifts.
  • Makes key decisions and solves problems in short timeframes while ensuring operational and programmatic integrity.
  • Provides overall leadership management, general technical direction, and an integrated vision among diverse stakeholders.
  • Supervises senior staff; inculcates a strong team ethos and commitment to excellence.




Minimum Qualifications:


  • A bachelor’s degree in political science, law, sociology, public administration, management, economics, geography; advanced degree highly preferred.
  • Over 10 years' professional experience in local governance, decentralization, community involvement or public administration.
  • At least 10 years of experience supporting the implementation of donor-funded projects in West African countries.
  • Minimum of 5 years of project leadership experience as Chief of Party, Country Director, or an equivalent role.
  • Experience providing leadership and management to a dispersed, diverse, staff of technical and operational experts in an unstable, conflict-affected environment
  • Demonstrated commitment to diversity and inclusion, and upholding the highest standards of ethical behavior
  • Fluency in French and proficiency in English required; knowledge of a Guinean local language preferred

The purpose of this Activity is to Provide technical support to local government to improve decentralization service delivery in health, education and economic growth. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This position will be based in Guinea.




Responsibilities:


  • Contribute to the technical leadership, management, and direction of the activity, and fulfill the responsibilities of the Chief of Party in his/her absence.
  • Contribute to the activity strategy, ensuring interventions and tools are technically sound, contextually appropriate, and innovative.
  • Manage and oversee technical and operations staff.
  • Maintain productive relationships with USAID, governmental institutions, and local stakeholders to ensure effective collaboration, coordination, and engagement.
  • Contribute to program work planning, compliance, and operations.




Minimum Qualifications:


  • An advanced degree in education, health, governance political sciences, law, sociology, public administration, management, economics, geography
  • At least 5 years of progressive experience in local governance, decentralization, community involvement or public administration.
  • Significant experience in managing donor-funded complex activities.
  • Demonstrated track record of success in managing a complex portfolio with large budgets and teams of professionals, with effective oversight of financial management and procurement functions.
  • Demonstrated high level of organizational, adaptive management, communication, leadership, interpersonal, and problem-solving, with an excellent ability to lead and mentor host-country teams.
  • Ensure that project deliverables are technically sound, of high quality, delivered on time, and meet specifications as set forth by the client or the COP
  • Demonstrated ability to create and maintain effective working relations with government officials, private sector stakeholders, and local CSOs.
  • Fluency in spoken and written English and French required
