Puerto Rico VCAP Application Form

The Puerto Rico Venture Capital Access Program (“VCAP”) aims to improve access to capital for underrepresented entrepreneurs in Puerto Rico and address emerging topics unattended in the local innovation ecosystem.


The inaugural funding source for the VCAP is the State Small Business Credit Initiative (SSBCI), authorized by the American Rescue Plan Act of 2021. The Economic Development Bank of Puerto Rico has been designated by the U.S. Treasury as the implementing entity for the $30M allocation destined to the VCAP, with support of parallel18, a program of the Puerto Rico Science, Technology and Research Trust.


We know that the main factor limiting the potential for business growth in Puerto Rico is the lack of access to capital. Through the Venture Capital Access Program, we seek to fill that gap and promote access to venture capital that will impact startups on the island.
