Public Assembly Notice 2025.
This permit is NOT for State Capitol Grounds. If you need a permit for capitol grounds, you need to fill out their application.
The Saint Paul Police Department recognizes the right of the people to peacefully assemble as protected by the Constitution of the United States of America. It is the Police Department's goal to ensure and protect the health, safety, and welfare of all who wish to exercise this right. The Saint Paul Police Department will not deny a permit for an event due to its perceived controversial or unpopular content. The below information is to be used to facilitate a safe event for all attendees.
This notice does NOT give you a permit to shut down roads during a march. Shutting down a road involves barricading and police assistance. This notice simply makes the police department aware of your intent to gather peacefully. You will be contacted if we have any questions.
If you have questions, please reach out to Storme Dunn at 651.266.5629 or storme.dunn@ci.stpaul.mn.us (email is generally best).
