Introduction: The King County Regional Homelessness Authority (KCRHA) is seeking proposals to include in its countywide regional consolidated application for new federal grant funding under the Department of Housing and Urban Development (HUD) 2022 Continuum of Care Competition (CoC) and Noncompetitive Award of Youth Homeless Demonstration Program Renewal and Replacement Grants.


Successful applicants will propose programs targeted to further HUD’s strategic goals in furthering – Permanent Housing - Rapid Re-Housing (PH-RRH) projects with survivor-centered, housing first, trauma-informed, supportive services for survivors of intimate partner domestic violence (DV), sexual assault, dating violence and stalking. Successful applicants must be willing to participate in the Seattle-King County DV Coordinated Housing Access Point (DVCHAP).


Project Scope: Guided by KCRHA’s Theory of Change, the CoC DV Bonus PH-RRH RFP is intended to extend the Seattle-King County continuum of comprehensive, person-centered housing solutions. The KCRHA expects to nominate multiple sub awardees for future contract to organizations that will:

  • Ensure survivors of DV, sexual assault (including sex trafficking), dating violence, and stalking who meet HUD’s definition of ‘homeless’ have access to permanent housing through rapid re-housing;
  • Provides services grounded in a Housing First, Trauma-Informed, confidential approach;
  • Demonstrates how they include or plan to include survivors with lived expertise in policy and program development; and
  • Advance equity for Black, Indigenous, and other people of color as well as individuals who identify as LGBTQ+ and individuals with disabilities.


Project Eligibility: The KCRHA seeks to fund organizations with expertise serving survivors, or “victim service providers”, of intimate partner DV, sexual assault (including sex trafficking), dating violence, and stalking. Applicants whose program participants are 100% survivors, who meet HUD’s “definition of homeless”, will be rated the highest.


An applicant may also apply to expand an existing renewal project, including one that was previously awarded with DV Bonus funding, in accordance with Section III.B.2.j of the FY2022 NOFO, however, only the new project application for the expansion will be considered for DV Bonus funds through this process. Additionally, to be eligible to receive a DV Bonus project for PH-RRH, all proposals funded through the DV Bonus RFP must adopt a housing first approach. Other rating criteria are also listed in the “I. Application” section of this RFP. Renewal projects originally awarded under a previous year’s DV Bonus must continue to serve survivors of DV, dating violence, sexual assault, and stalking who qualify as homeless under paragraph (4) of 24 CFR 578.3.


Budget Overview: The total amount of funds available for the Fiscal Year (FY) 2022 new DV Bonus RFP for PH-RRH is up to $ 1,204,787 annually. The amount available for this RFP will be determined by HUD’s final award amount to the Seattle-King County CoC. DV Bonus funds cannot be combined with reallocated or CoC Bonus funds. These funds are only available to organizations whose budgets demonstrate the ability to provide a 25% match to be eligible for these funds. Matching funds cannot be CoC funds from previous years.

II. APPLICATION QUESTIONS

Instructions: The KCRHA will award a point value and criteria aligned with HUD’s questions and criteria for the FY2022 NOFA. Application questions will award a point value to each proposed application combining both the CoC Application score responses to the DV bonus specific questions, and the Seattle-King County CoC priorities. A community-based rating panel composed of survivors, people with lived experience of homelessness, Subject Matter Experts (SMEs), and other funders, will rate and rake proposals using the following questions and criteria:

A. Need for the Project/ Project Narrative (Up to 10 points):


Provide a detailed description of the scope of the project. Applicants who can clearly articulate all required fields will receive full points.

Trauma-informed: Approaches delivered with an understanding of the vulnerabilities and experiences in trauma survivors, including the prevalence and physical, social, and emotional impact of trauma. A trauma-informed approach recognizes signs of trauma in staff, clients, and others and responds by integrating knowledge about trauma into policies, procedures, practices, and settings. Trauma-informed approaches place priority on reassuring the survivor's feelings of safety, choice, and control.


Victim/survivor-centered: Placing priorities, needs, and interests at the center of the work with the victim; providing nonjudgmental assistance, with an emphasis on client self-determination, where appropriate, and assisting victims in making informed choices; ensuring that restoring victims' feelings of safety and security are a priority and safeguarding against policies and practices that may inadvertently re-traumatize victims; ensuring that victims' rights, voices, and perspectives are incorporated when developing and implementing system- and community-based efforts that impact crime victims.


B. Quality of the Project Applicant Experience & System Coordination (up to 10 points):



Proposals who can demonstrate the ability to leverage community resources to best serve survivors and their housing stability will receive full points

A HUD priority is to ensure CoCs demonstrate CoC Program funded projects work to supplement CoC Program funds with resources from other public and private sources, including mainstream programs that assist homeless program participants in applying for and receiving mainstream benefits.

C. Demonstration of commitment to advancing race and social justice (Up to 25 points):



Proposals that demonstrate an understanding of various forms of systemic oppression and inequity, and identify what their organization and proposal does to combat the perpetuation of systemic racism and oppression, will receive full points.

D. Demonstration of inclusion of victim/survivor-centered practices (Up to 25 points).


Proposals that demonstrate examples of how their delivery of services is aligned with the priorities of this RFP, will receive full points.

Full points will be awarded to project applicants that can demonstrate they are already adopting victim-centered practices.


E. Demonstration of plan to include survivors with lived expertise (Up to 20 points).


Proposals that identify how they currently, or plan to, center the voices and experiences of people with lived experience in their program policies, procedures, assessment of client satisfaction, etc., will receive full points.

Full points based on the project’s ability to demonstrate its plan to involve survivors in policy and program development throughout the project’s operation.

F. Budget Worksheet & Narrative (Up to 10 points)



Each applicant must complete and attach a Budget Worksheet and budget narrative to explain how the CoC Program funding will be used. Proposals will be considered incomplete application without both parts included. Only provide a narrative response for the line items you are requesting; you may skip the line items you are not allocating funds to. The line items should mirror the same categories and order listed on the “Budget Worksheet” above. For example, if you are requesting personnel costs, write a simple narrative explaining the costs and any methodology used to arrive at the amount. If you are not allowing supplies, for example, you may skip the narrative portion.

Program funds cannot be awarded if used to replace state or local government funds.
