Fall 2025 Residency for Tuition Purposes

Are you a military-affiliated student eligible for VA educational benefits? Or, are you active duty military stationed in the state of Washington or the spouse or dependent of an active duty military member?

Military Resident Tuition

Effective 6/9/22, Military-affiliated students who are eligible for certain VA educational assistance or rehabilitation benefits are eligible for resident tuition using the Military Resident Tuition Application. Visit our Military-Affiliated Residency page for more information about military-affiliated tuition benefits.


The military form is easier to complete, though does not grant full residency status. You will still be coded as a Non-Resident in myWSU. The military resident form allows us to charge you the resident tuition rate. If you are receiving VA educational benefits, the VA will only pay for resident tuition.


If you are also eligible for residency as either the financially dependent child of a Washington resident or as financially independent, full residency may give you additional financial aid options. Additionally, it is convenient to be coded as a Resident in myWSU to see an accurate tuition bill.


It is acceptable to apply for military residency, then later apply for traditional residency. If you already have full residency status, the military residency form is not needed.


Active duty military members stationed outside Washington, and their dependent children, are eligible for full residency status when the military member entered service as a Washington resident and retained their Washington resident status. All other conditions for residency must be met.


Students with military residency are coded as Non-Resident though pay resident tuition; if you were approved for military residency in a previous term, your status has not changed and no further action is required.

Petitions

Petitions for missed deadlines are accepted from current residents who missed the deadline for a previous term. Please complete the process to obtain residency for the current term before petitioning for a previous term.

Before you begin

This is a very long form; it must be completed in one sitting. Prepare digital copies of your documents before you start; they will be uploaded as part of this application.

Are you eligible for the Residency Affidavit? The Affidavit is an easier process. You may be eligible if:

  • You will have a high school diploma or equivalency before your first term at WSU, AND
  • You did not attend college in Washington during the last twelve months more than 6 credits/term, AND
  • You have lived in or will have lived in Washington for 12+ months by the start of the term, AND
  • The Residency Affidavit application.


Processing takes several weeks; allow at least three weeks before contacting us regarding the status of your application.


Residence Questionnaire

Falsification or intentionally erroneous information is subject to perjury under the laws of the State of Washington, RCW 9A.72.085. All information will be kept confidential in accordance with the Family Educational Rights and Privacy Act of 1974 (FERPA). Once a domicile is established in Washington, it must be continue for one year before you are eligible for resident tuition. More information about residency at Washington State University

Note to Financially Dependent Students

Your Parent, Step-Parent, or Legal Guardian living in Washington must provide documentation of their Washington domicile and digitally sign this application. This application must be completed by the PARENT, not by the student.

A few students will have special circumstances that require special handling because a parent no longer lives in Washington. Does the student meet these special circumstances below?

Immigration Status

An immigrant refugee, and the spouse and dependent children of such refugee, may be exempted from paying the non-resident tuition fees differential if the refugee (a) is on parole status, (b) has received an immigrant visa, or (c) has applied for U.S. citizenship.


If the answer is Yes to any of the following questions, you must upload a copy of both sides of the student's Resident Alien Card, Form I-94, or other documentation.

Check if the student holds permanent or temporary resident immigration status.

Check if the student has "Refugee-Parolee", "Conditional Entrant", or PRUCOL status. An immigrant refugee, and the spouse and dependent children of such refugee, may be exempted from paying the nonresident tuition fees differential if the refugee:

  1. Is on parole status, OR
  2. Has received an immigrant visa, OR
  3. Has applied for U.S. citizenship

SECTION 2: Dependent or Independent Student

Students apply for resident status either as financially Dependent or Independent.


Financially DEPENDENT: A parent, step-parent, or court-appointed legal guardian has maintained a bona fide domicile in the state of Washington for at least one year. The student is not required to live in Washington. More information. The parent/legal guardian must complete Section 3 and provide supporting documentation. More information about Dependent Students.


Financially INDEPENDENT: The student has not been claimed on federal income taxes as an exemption for the current calendar year and the year immediately prior. The student has provided at least 51% of the WSU Estimated Cost of Attendance for the current and previous years. The student must complete Section 3 and provide supporting documentation. More information about Independent Students.

I have not received, and will not receive, financial assistance in cash or in-kind of an amount equal to or greater than that which would qualify me to be claimed as an exemption for income tax purposes by any person, except myself or my spouse, during the current year and for the calendar year immediately prior to the year in which this application is made.

SECTION 3: Parent/Step-Parent/Legal Guardian documentation

The remainder of this application is completed by the parent/step-parent/legal guardian for financially Dependent students. All submitted documents and questions refer to the parent/legal guardian living in Washingotn. For suggested documents to upload, use the Dependent student checklist.


IMPORTANT: This section is for the PARENT/STEP-PARENT/LEGAL GUARDIAN who lives in Washington state. A dependent student's residency is determined by the parent's domicile. If the parent/legal guardian is not available, please exit this application and have the parent/legal guardian complete the application. Do not upload student documents.

A copy of the previous year federal income tax return showing income for financially independent students who are not 25 years old for the entire last school year is required.


  • Preferred - IRS Federal Tax Return Transcript. This document lists dependents and truncapes identifying numbers. The entire document is required.
  • Accepted - The entire SIGNED Federal 1040. Identifying numbers may be blacked out. Income must be included, including Schedule C.

Students who are not 25 years old for the entire last school year are required to upload parent tax documents. This is required for both dependent and independent students. We can email your parent to request this document.


A copy of the previous year federal income tax return showing dependents. Only the dependents and signature pages are required.


  • Preferred - IRS Federal Tax Return Transcript. This document lists dependents and truncates identifying numbers. Income information should be removed. The page with dependents is all that is required.
  • Accepted - The first two pages of a SIGNED Federal 1040, The document must list dependents. Identifying information (social security numbers) and income should be blacked out. Income information is not needed for parents.
  • For SPRING term applications when the past year return is not completed - Submit a Notarized statement that explains intent to claim or not claim the student on those taxes. For instance, Spring 2025 terms require 2024 taxes. If 2024 taxes have not been filed, submit a notarized statement as to the intent for 2024 taxes.

Documentation of personal financial resources. Copies of the most recent paycheck stub showing YTD earnings, W-2, 529 statements, etc. may be used. Financial aid listed in myWSU does not need to be uploaded. We will obtain the most recent information when the application is processed.

(Required) Proof of your physical presence in Washington during the 12 months prior to the start of this term. For example, Fall 2025 students must provide documentation from August 2024 through August 2025 or later. This may not be required in some situations, such as military assignment elsewhere while maintaining Washington as the domicile. For parents/legal guardians who have moved out of Washington, please provide documentation of your last Washington housing.

(Optional) A copy of the most recent documentation of voter registration and last date voted. The latest link for voter information.

(Required) A copy of vehicle registrations for the 12 months prior to the start of the term, less an allowed grace period of 30 days. For example, Fall 2025 student must provide documentation from September 2024 through August 2025 or later.

(Required) A copy of state documents for the 12 months prior to the start of the term, less an allowed grace period of 30 days. For example, Fall 2025 students must provide documentation from September 2024 through August 2025 or later.

(Optional) A copy of a statement or other document showing a bank account opened in Washington state. Please black-out income and identifying numbers and income. Do not include this document if it is not for a Washington bank.
