The preference is to place Emerson Fellows in communities in pairs. However, program staff are willing to consider single fellow placements.


Organizations may submit an application with two work plans for two fellows; or, they may encourage another organization in the same city/area to apply.

Please list the name of another organization in your city/area that you believe may be able to host a fellow. Also, please provide the contact information (email or phone number) of someone at that organization who the Emerson Program staff can reach out to about potentially hosting a fellow.

Work Space

If your organization will require to the fellows to come into the office, they will need space to complete their work, as well as computer and internet access to report on their work and fulfill the program’s learning and leadership development requirements.


Paragraph 9 of the Host Org agreement contains the following language:


"The Host Organization at its own cost and expense shall pay for the Fellow’s travel expenses for 'on-the-job', work-related travel (not personal or home-to-work travel) and shall provide suitable workspace for the Fellow (as per the terms set forth in the Guide) including a desk, a phone, and a computer."

Additional Information about Organization

The Emerson Program expects the direct supervisor of the fellow/s to help guide their progress in developing a strong set of professional skills.


Host Organization Cost Share

Host organizations are required to pay a program cost share per fellow based on the table below, which must be submitted to the Congressional Hunger Center by August 2025.


Host Organizations with:


  • Budgets under $1 million: $4,029 per fellow
  • Budgets between $1-$10 million: $5,610 per fellow
  • Budgets between $10 million-$100 million: $7,242 per fellow
  • Budgets over $100 million: $9,333 per fellow


Note: Host organizations located in certain high-cost cities/areas are assessed an additional 10% fee. The Host Org Guide (located here: rb.gy/jjzqw9) contains a list of cities/areas where the fee is applied. Please consult the guide to determine if your organization will be subject to the fee based on the city/area where it is located.
