Position Summary:

The NYC Public Schools (NYCPS) Division of School Facilities (DSF) is responsible and accountable for all activities in the area of school building repair and maintenance, engineering, custodial services, environmental health and safety, and contract maintenance. With the focus on student safety, the Custodian Engineer is responsible for the overall day-to-day facilities management of a school building, including but not limited to physical operations, maintenance, repair, custodial upkeep and care of the building and its immediate grounds. Within an assigned budget, the Custodian Engineer supervises and trains staff to maintain the building and grounds in a safe, secure and sanitary condition, conducive to learning.


Reports to: Deputy Director of Facilities


Direct Reports: Support staff in schools, including handy-persons, fire-persons and cleaners.


Key Relationships: Relationships will be fostered with DSF managerial staff, school administration and staff, DSF skilled trade staff, and contract managers.


RESPONSIBILITIES


  • In a larger and more complex school facility or building; responsible for heating the facility or building by means of a high-pressure boiler and performs the following tasks: operates and is responsible for all electrical and mechanical equipment and systems, including air conditioning, heating, ventilation, refrigeration, water supply and sewage systems, electric elevators and elevator equipment, automatic signal systems, electrical generating plants, filtration plants and cleaning equipment.
  • Supervises, plans, and is responsible for the work of custodial and maintenance staff including the supervision of cleaning of the building and grounds; sets up custodial work schedules to ensure maximum efficiency and minimum interference with classroom activities; trains staff as required; follows progressive discipline when needed. Responsible for fire and life safety systems.
  • Ensures proper temperature in schools via HVAC systems. Performs maintenance and minor repairs to the steam plant and heating equipment. Performs minor electrical, plumbing, glazing, and furniture repairs.
  • Actively participates in energy savings and preventative maintenance measures in buildings to support global initiatives.
  • Conducts routine inspections of the building to determine needed repairs; consults with and advises DDF on problems of operation, maintenance, and repairs.
  • Requisitions and accounts for custodial and maintenance materials, tools, and supplies; maintains records, logs, and prepares required reports of plant operations.
  • Responsible for painting and related maintenance of the school building. Remove graffiti as required.
  • Performs general computer tasks including but not limited to emails, online surveys, payroll submissions, and work order requests.


Qualification Requirements:


Minimum


A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and one year of full-time satisfactory experience in operating a boiler‐based central heating system. In addition, candidates must meet one of the following requirements. (The required one year of experience in operating a boiler‐based central heating system may be included in the experience requirements under ʺ1ʺ or ʺ2” below.)


  1. Two years of full‐time satisfactory experience in conducting and/or managing building operations and maintenance, as a superintendent, building manager, custodian or boiler operator; or
  2. Three years of full‐time satisfactory experience as a building cleaner and/or handyperson; and certification as a Low‐Pressure Boiler Operator (FDNY Certificate of Fitness) and possession of any two of the following certificates:
  3. Interior Fire Alarm (FDNY Certificate of Fitness)
  4. Air Compressor (FDNY Certificate of Fitness)
  5. Sprinkler (FDNY Certificate of Fitness)
  6. Standpipe (FDNY Certificate of Fitness)
  7. Hi‐Rise Fire Safety Director (FDNY Certificate of Fitness)
  8. Air Pollution Certification (DEP Certificate)
  9. Universal Chlorofluorocarbon (CFC) Refrigerant Certification; or
  10. Possession of a New York City license or Certificate of Qualification as an Oil Burning Equipment Installer, High Pressure Boiler Operating Engineer, or Refrigerating Machine Operator; or
  11. Graduation from an accredited trade school with a minimum of 185 classroom hours and 35 field hours in heating/ventilation and air conditioning, or boiler operation; or
  12. Graduation from an accredited college with a two‐year degree in Engineering Technology, Construction Technology, Construction Management, or Facilities and Building Management; or
  13. Graduation from an accredited college with a four‐year degree in engineering.


Plus


  • High-Pressure Boiler Operating Engineer License issued by the New York City Department of Buildings and a valid Certificate of Equivalent Instructions (ʺAir Pollution Certificateʺ) issued by the Department of Environmental Protection.


SPECIAL NOTES:


  1. For certain assignments, a valid Certificate of Qualification for Refrigerating Machine Operator (unlimited capacity) issued by the New York City Fire Department is required.
  2. For placement in Assignment Level II, in addition to meeting the minimum requirements, incumbents must have a valid High-Pressure Boiler Operating Engineer License issued by the New York City Department of Buildings and a valid Certificate of Equivalent Instructions (ʺAir Pollution Certificateʺ) issued by the Department of Environmental Protection. In addition, some positions require a valid Certificate of Qualification for Refrigerating Machine Operator (unlimited capacity) issued by the New York City Fire Department.
  3. All required licenses or certificates must be maintained for the duration of such assignment.

  • Demonstrated knowledge in repair and maintenance


Salary: $90,389 - $115,847


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary).
