If your income falls below HUD’s income limits, you may qualify as a Section 3 business concern. We may need workers and businesses that specialize in masonry, window/door installation, carpentry, electricians, plumbers, HVAC technicians, roofing laborers, landscapers and general construction laborers.


If you are a qualifying worker or business owner, there may be opportunities to work with us.

You may qualify as a Section 3 worker if your income for the previous or annualized calendar year is at or below 80% of the current area median income for the area in which the worker resides. The annual income limit is based on the worker’s income for a single person household (household of 1) regardless of actual household size.

Business Concern*

A Section 3 business concern is a business that meets at least one of the following criteria, documented within the last six-month period:


  • At least 51 percent owned and controlled by low- or very low-income persons;


  • Over 75 percent of the labor hours performed for the business over the prior three-month period are performed by Section 3 workers; or


  • A business at least 51 percent owned and controlled by current public housing residents or residents who currently live in Section 8-assisted housing.
