Expression of Interests for South Australia Service Providers - Extended to close 8th September

The Local Buying Foundation (LBF) is seeking Expressions of Interest from service providers for the South Australia Indigenous Business Support Program which is being delivered in the LBF footprint of Upper Spencer Gulf.


Expressions of Interest are now open for suitable organisations in being involved in the select tender for the Trading Tracks Program. The primary objective of the program is to create strong, sustainable Indigenous Businesses by building capability and capacity, and providing sound strategic advice.


Trading Tracks is intended to enhance economic participation of locally based, small-to-medium Indigenous enterprises and BHP considered Traditional Owner businesses in the provision of services and goods to BHP, other major companies, and the broader local economy. The pilot program will target local communities of interest in South Australia – Upper Spencer Gulf local government regions (Port Pirie, Port Augusta, Whyalla), can also include Roxby Downs, Andamooka, Far North and Adelaide.


The primary objective of Trading Tracks is to create strong, sustainable Indigenous businesses by building capacity and providing sound strategic business advice. The proposed Trading Tracks program is:


•    Intended to enhance economic participation of locally based, small-to-medium Indigenous enterprises in the provision of services and goods to BHP, other major companies, and the broader local economy

•    Intended to create strong, sustainable Indigenous businesses by building capacity and providing sound strategic business

•    To be delivered by locally based service providers who can work with authority and understanding with Indigenous businesses and the regions and industries they operate

•    To be delivered over three years as a pilot program to inform possible future program(s).



Trading Tracks intent is to fill business development gaps, rather than duplicating or replacing other current (or potential future) business support services provided by either government, PBCs, NGO or private service providers.


Service Provider Requirements:


• Local point of contact and regional presence

• Regular networking, idea sharing and support across the regions

• Understanding of business support services

• Native Title Knowledge

• Capacity to provide core business mentoring services

• Access to specialist skills

• Indigenous organisation or experience in working extensively with Indigenous business and people.


Suitable organisations are local Indigenous organisations, partnerships with Indigenous corporations or companies, existing Indigenous support service providers. To be eligible for funding the lead organisation cannot be a commercial business or government organisation, however these organisation are encouraged to ‘think outside the box’ and partner with eligible organisations.


The LBF reserves the right to withdraw the EOI or tender at any stage if circumstances change.


EOI's will close on the 8th September 2023 and following this, organisations will be reviewed and select tenders will be released to successful expressions of interest.
