Director of Monitoring, Evaluation, Research, and Learning (MERL) for the Zambia Sustainable Water Sanitation and Hygiene Partnerships Activity
Chemonics seeks a Director of Monitoring, Evaluation, Research, and Learning (MERL) for the anticipated five-year, $25-50 million Sustainable Water, Sanitation, and Hygiene Partnerships Activity.
The MERL Director will be responsible for leading and overseeing all monitoring, evaluation, research, and learning activities for the project, including supervision and oversight of other staff, ensuring the project uses high quality data, research, and learning for evidence-based decisions and adaptive management. We anticipate that the position will be based in Lusaka, Zambia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Key Illustrative responsibilities:
- Lead and oversee all MERL activities and develop the MERL System for the project, in accordance with USAID guidance, rules, and regulations.
- Provide overall MERL support, advice, and guidance to partners, technical team, and consultants.
- Serve as the point of contact for all MERL activities to Senior Management, USAID, and other external stakeholders.
- Supervise, mentor, and build the capacity of MERL staff and oversee, when needed, third-party services.
- Lead technical assistance in the design and application of processes and tools for performance monitoring, evaluation (qualitative and quantitative assessment and indicators), and other activities.
- Support and advise colleagues on project-level MERL efforts, ensuring quality and consistency.
- In collaboration with the team, incorporate learning into all project level activities.
- Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality, in accordance with Chemonics and USAID policies, rules, regulations, and guidance.
- Lead all MERL reporting activities required by USAID and Chemonics.
- Support communications, regular reports, and other related tasks for the Chemonics team.
Qualifications:
- Minimum of 7 years of demonstrated experience in monitoring, evaluation, and learning for USAID projects.
- Master’s degree in relevant field; or an equivalent combination of education and work experience in a relevant field.
- Experienced in monitoring, evaluation, research, and learning, preferably for USAID projects.
- Experienced in data collection and analysis for USAID WASH or health and nutrition indicators and reporting.
- Experience managing, supervising, and guiding staff and consultants.
- Experience collaborating and coordinating with technical staff and external stakeholders.
- Experience with quantitative and qualitative research methods, including surveys, focus groups, and other methods.
- Proficiency with Microsoft Word, Excel, and other MS Office tools.
- Experience using statistical software (e.g., SPSS or SAS).
- An understanding of how to use data and outputs from GIS, data visualization, and other tools for effective presentation of data and information.
- Experience working in Zambia preferred; however, applicants with experience in the region will be considered.

- This role is expected to be based in Lusaka, Zambia and it is anticipated that there will be significant in-country travel.
