Technical Support Descriptions
Communicable Disease Case Management*:
- Communicable Disease: Questions regarding communicable disease case investigation, surveillance, MAVEN, and disease control activities should be directed to the MDPH Bureau of Infectious Diseases and Laboratory Sciences. (i.e., MAVEN, individual cases, outbreaks, etc.)

- Tuberculosis Case Management: Questions from LPH about Tuberculosis should be directed to a jurisdiction’s assigned DPH Tuberculosis Nurse. Contact information for TB staff at DPH can be found in the Communication Events section of MAVEN. If the assigned DPH Tuberculosis Nurse is unavailable, their email and voicemail will direct LPH to the covering DPH Tuberculosis Nurse.
- For general tuberculosis questions unrelated to a diagnosed TB case, or for questions regarding an individual with a TB Class B designation, please call the general number (617) 983-6970 during business hours or email TBGeneral@mass.gov.

Data Support*: Assistance with data analysis for the Capacity Assessment and the self-assessment/addendum tools. Shared Services Arrangements can explore strategies to leverage this data effectively to achieve the Performance Standards.
Intermunicipal Agreement (IMA) Support: Guidance and expertise to municipalities in developing, negotiating, executing, and implementing an IMA. The current TA vendor facilitates discussions among partners, provides IMA templates or examples, and offers guidance in establishing a legal agreement that promotes collaboration and cooperation.
Local Political Support*: Guidance and expertise provided to municipalities to secure political backing and support (buy-in) for shared municipal public health services and protections. The primary objective is to empower municipal leaders to navigate political environments effectively and facilitate the implementation of shared public health programs.
Local Public Health Nurse Consultant*: The Local Public Health Nurse Consultant Program’s overall goal is to advance the mission of the Blueprint for Public Health Excellence and support the advancement of Foundational Public Health Services (FPHS) for all communities. PHN Consultants provide support, technical assistance and guidance as needed to all PHNs and other health department staff to address the unique needs of each community. Examples include screening for hypertension, vaccination clinics or maternal visiting programs.
Organizational Competencies: Support related to contracting services (i.e., consolidation of existing SSA contracts), director-level support services such as grant management or staffing/hiring support, relationship management (e.g., ISD integration), and SSA strategic planning.
Performance Standards*: Support related to reviewing inspection documentation (e.g., inspection reports, inspection forms, orders to correct, complaint responses, etc.) for capacity and proficiency. For non-PHE grantees, assistance with meeting the mandated services required by local public health.
Racial and Health Equity*: One-on-one support for local public health to develop strategies for incorporating racial and health equity goals into their work. This includes addressing selected racial equity themes such as linguistic justice, environmental justice, workforce diversity, community engagement, and CLAS standards, as well as identifying practical action steps and strategies for implementation
Workforce Development*: Guidance provided to municipalities, local health departments, and Boards of Health on the Local Public Health Training Program, learning and development trainings, and credentialing in alignment with recommended Workforce Standards. Additionally, support offered for local public health career development, workforce recruitment, and technical assistance in achieving the Workforce Standards.
