Thank you for your interest in the Puget Sound Energy (PSE) Clean Buildings Accelerator (CBA) program, a no-cost offering that will help your organization manage energy more effectively, achieve cost savings, and start on the path to compliance for the Clean Buildings Law.


We've partnered with Seattle City Light and Snohomish PUD to assist our mutual gas and electric customers on their compliance with the Clean Buildings Law. Completing this form will help us confirm your intent to participate in the program and gauge your interest in specific program features.

We have cohorts starting up at various points throughout the year.

Program Questions

ENERGY STAR® Portfolio Manager® (ESPM) is the required energy accounting and reporting platform for the Clean Buildings Law. ESPM will also serve as the data source for the PSE regression models used to track savings associated with this program. Participants are expected to complete ESPM setup, including populating all energy data during the Sprint period of the Accelerator. Access to technical services, such as energy scans and building models, are contingent upon completion of ESPM setup.

Do you already have your properties in ENERGY STAR® Portfolio Manager® (ESPM)?*
Will you connect with Stillwater Energy through ENERGY STAR® Portfolio Manager® (ESPM) to provide visibility into your energy usage so that we can help determine your Energy Use Intensity Target (EUIt) and provide energy performance feedback to your organization?*
Will you commit to participate for 15 months in the cohort, including attending virtual workshops, coaching calls, and energy scans?*
Is the building operator or facilities manager supportive of the site participating in the CBA program?*
Has the organization participated in other energy programs (e.g. utility programs, DOE, etc.)?*
Does the organization have centralized building/production systems (e.g. SCADA, BMS) and staff with access to this data?*
Does the organization have personnel that clearly understands how to access energy data?*

Data Sharing

Puget Sound Energy (PSE) is partnering with other utilities in our shared territory to provide no cost technical services for dual fuel customers through the Clean Buildings Accelerator (CBA) program. To get engineering support for both gas and electric and best help you as our shared customer we ask your permission to share your name and building information with your other utility. Answering yes to the questions in the table below provides approval to share the information necessary to provide shared technical services. This data will be used to help participants identify the account information associated with buildings subject to the Clean Buildings Law. Please label any confidential information as such.


I authorize PSE and partner utility to release my name, account numbers, meter numbers, their associated service address, my historic and future energy use and billing history to Stillwater Energy, LLC. This information may only be used for the purpose of participating in the Clean Buildings Accelerator program. This data will be used to help participants identify the PSE account information associated with buildings subject to the Clean Buildings Law.

Can contact information of site personnel be shared with your other utility?*
Do you consent to the invitation of staff from your other utility for targeted engagements including energy scans and ad hoc coaching calls?*
Can the building information listed in ENERGY STAR Portfolio Manager be shared with the staff from your other utility including physical information and EUI?*

Roles and Responsibilities

Please designate a Clean Buildings Champion (ideally the Clean Buildings Energy Manager) and Executive Sponsor. These persons agree to assume the roles and responsibilities below.


Clean Buildings Champion

  • Work with the program to take action toward compliance with Clean Buildings Law and actively reduce energy
  • Prepare for and participate in CBA workshops, coaching calls, and virtual energy scans
  • Engage facility staff as needed to attend virtual workshops and energy scans
  • Provide supporting information to the program including energy data, energy audits, and other information


Executive Sponsor

  • Provide management level support of the Clean Buildings Champion, including supporting their time and communicating Clean Buildings Law efforts, needs, and requirements across organization
  • Hold the Clean Buildings Champion accountable for action based on energy priorities
