Non-Profit Security Grant Program (NSGP) Distribution List

Each fiscal year Nonprofit Security Grant Program (NSGP) will begin approximately 45-60 days after the federal budget is signed. Adding your contact information here will enable us to send NSGP related information as it becomes available. There are Michigan-specific requirements for the application, as well as the federal requirements. It is suggested to look at the most recent grant years information which is available on our website: Nonprofit Security Grant Program (michigan.gov). Typically the NSGP does not have many changes from year to year. The dates and deadlines do change every year and paying attention to the current grant years materials is required to submit your application. The first attachment under Guidance and Resources on our website is where Michigan-specific instructions can be found. Other required attachments will be on the same webpage, which will be updated once the federal guidance is released for that grant year. Please note, the deadline for nonprofit agencies to submit applications to our office will be earlier than the federal deadline to allow us to submit the applications to FEMA. The Michigan deadline is unknown until after the federal guidance is released.


The NSGP is facility-specific, meaning entities must request funds for a specific address where the security measures can be implemented within the performance period of the grant. Entities must also have a vulnerability assessment completed on the facility. All funding requests in the NSGP application must tie back to a vulnerability identified in the assessment. To prepare for the FY 2024 application, potential applicants will want to start with the vulnerability assessment.


Nonprofits can choose to complete the vulnerability assessment themselves or have a third party complete the work. It is encouraged to ask the local police department if they are available to complete a vulnerability assessment for nonprofit applicants. The Department of Homeland Security – Cybersecurity and Infrastructure Security Agency (CISA) has created a self assessment tool that may be used.

Applicants should go to SAM.gov | Home and register for a Unique Entity Identifier (UEI) if their organization does not already have one. Nonprofits will need a UEI if they are awarded funds.


Pre-application webinars are also typically hosted by MSP-EMHSD and strongly encourage all Non-Profits interested in applying to the NSGP to participate.
