Grievance Procedure under the Americans with Disabilities Act

This Grievance Procedure is in place to comply with Title II of the Americans with Disabilities Act of 1990 (“ADA”). If you believe there has been discrimination on the basis of disability in the City of Rochester's services, programs, or activities, you can use this procedure to file a complaint. Employment-related complaints related to disability discrimination are covered by the City's organizational policy on the Americans with Disability Amendment Act.


This process is meant to be an effective and efficient way of processing your complaint. Currently, the Rochester Police Department and Rochester Public Transit have their own processes to handle submissions. You can still use this form, and we will make sure your claim is routed to the appropriate person.



Any claims should be submitted no more than 60 days from the date of the alleged discriminatory incident. Complaints outside of 60 days will be reviewed and be considered for this process, but it may be more difficult to effectively investigate your complaint.


You can expect a written response within 30 calendar days of your initial report.
