Definitions:

Notice of Funding Opportunity: NOFO

Internal Down-select: Used for limited submission when the Laboratory needs to make a down-selection to meet the limit of proposals.

Concept Paper: CP, may also be used for a Letter of Intents.

Full Proposal: FP

White Paper: Concept for new FWP.

Invited FWP: Invited White Paper for full submission.

FWP Renewal: Submission for FWP due to be renewed.

  • BASIC RESEARCH – Research undertaken primarily to acquire new knowledge without any particular application or use in mind.
  • APPLIED RESEARCH– Research conducted to gain the knowledge or understanding to meet a specific, recognized need.
  • EXPERIMENTAL DEVELOPMENT – The systematic use of the knowledge or understanding gained from research and practical experience directed toward the production of useful materials, devices, systems, or methods, including the design and development of prototypes and processes.
  • NON-RESEARCH – Includes outreach & training programs, routine testing, policy development and non-R&D Program implementation
 

This is a new DOE Office of Technology Transitions reporting requirement for FY2024. Select "Yes" or "No" to designate whether this agreement includes Critical Materials and Minerals work, as defined below.


Critical Materials are defined by the Energy Act of 2020 as:

Any non-fuel mineral, element, substance, or material that the Secretary of Energy determines: (i) has a high risk of supply chain disruption; and (ii) serves an essential function in one or more energy technologies, including technologies that produce, transmit, store, and conserve energy;


Critical materials for energy: aluminum, cobalt, copper, dysprosium, electrical steel, fluorine, gallium, iridium, lithium, magnesium, natural graphite, neodymium, nickel, platinum, praseodymium, silicon, silicon carbide and terbium.


The Secretary of the Interior, acting through the Director of the U.S. Geological Survey (USGS), published a 2022 final list of critical minerals that includes the following 50 minerals: “Aluminum, antimony, arsenic, barite, beryllium, bismuth, cerium, cesium, chromium, cobalt, dysprosium, erbium, europium, fluorspar, gadolinium, gallium, germanium, graphite, hafnium, holmium, indium, iridium, lanthanum, lithium, lutetium, magnesium, manganese, neodymium, nickel, niobium, palladium, platinum, praseodymium, rhodium, rubidium, ruthenium, samarium, scandium, tantalum, tellurium, terbium, thulium, tin, titanium, tungsten, vanadium, ytterbium, yttrium, zinc, and zirconium.”


As of 5/22/2025, coal is now considered a critical material.
