Proposal Form

The Travis County Community Development Block Grant (CDBG) Program receives an approximate annual allocation of $1.3 million in CDBG funds. Please complete this proposal form to submit a project idea for CDBG funds. Project proposals may be submitted through March 31 annually.


Disclosures - Please note the following:

•    Submitting this form does not guarantee a commitment of CDBG funding.


•    The CDBG project proposal form is not an application for CDBG funding. This form is a request to determine if a proposed project idea is eligible for CDBG funding.


•    Please allow 30 days from the time of submission to receive a written response determining if the proposed project is eligible or ineligible for CDBG funding. If ineligible, a reason for ineligibility will be provided.


•    The Travis County CDBG Office does not select contractors. Per HUD, Travis County is required to comply with 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. This means, the selection of contractors must go through the County’s procurement process, administered by the County's Purchasing Department.


•    Per 2 CFR 200.319(b), if the entity submitting this proposal form also developed or drafted specifications, requirements, statements of work, or invitations for bids or request for proposals, that entity must be excluded from competing for procurement of the project, if the project is deemed eligible for CDBG funds.

Project Eligibility Criteria

Only proposed projects that meet all of the following qualifying criteria may be considered for CDBG funding:

•    Eligible per 24 CFR 570.201-205

•    Meets a national objective per 24 CFR 570.208 (low-to-moderate income criteria)

•    Project must be located in, or proposing to serve residents in, the Travis County CDBG service area

•    Is a high priority project type, as specified in the current CDBG 5-Year Consolidated Plan (ConPlan)


The annual needs assessment and public input process remain a vital part of how community development funds are allocated and is considered in the decision-making process for the Travis County annual federal allocation. However, an expressed need must also be eligible, meet LMI criteria, meet service area criteria and be a priority in the 5-year ConPlan. The community priorities can change with participation in the 5-year ConPlan public engagement process. Every five years, the public informs Travis County where the next five years of funding allocation should be focused.
