Dual Language Program for In-Service Teachers

Improving opportunities and outcomes for English learners is a key priority in Oregon. To realize this goal, it is crucial for educators to increase their knowledge and skills to effectively teach English learners and bilingual students, and foster sustained partnerships between schools, families and communities.


To be eligible, teachers must meet these requirements:


  • Be bilingual in Spanish and English
  • Receive a passing score on the Official ACTFL Oral Proficiency Assessment for Dual Language Specialization. TSPC has set the passing score at Intermediate High or higher in the language the applicant seeks to add to the license.
  • Alternatively, candidates can take the NES test.
  • Teach in a Dual Language classroom with English and Dual Language Learners.

Have you completed a standardized exam of Spanish language proficiency?*

TSPC currently requires the ACTFL OPI or OPI(c). TSPC also accepts the NES Spanish. You must complete the TSPC language proficiency exam requirement before adding the Dual Language Specialization to your teaching license. Applicants are required to submit ACTFL scores at the time of the application.

ESOL Endorsement Program for In-Service Teachers

Improving opportunities and outcomes for English learners is a key priority in Oregon. You can do this by joining a the ESOL Endorsement program through Oregon State University.


To be eligible you must:


  • Hold a valid teaching license (Preliminary, Professional Legacy or Teacher Leader licenses).
  • Have access to a classroom with English Learners.


You will also need to enroll at Oregon State

University in one of two student categories:

  1. Non-degree seeking graduate student
  2. Certificate student: ESOL Graduate Certificate, Dual Language Certificate


Note: For those applicants who are eligible and interested in the Graduate Certificate option, official transcripts and degree statements will be required. This deadline is May 9th, 2025 for summer term.

ESOL Endorsement/Dual Language Specialization for Pre-Service Teachers

This is for students wishing to add the ESOL endorsement or the Dual Language Specialization.


Note: the Dual Language Specialization requires you to be bilingual and pass a Spanish Oral Proficiency. TSPC currently requires the ACTFL OPI, OPI(c), or the NES Spanish. A passing score for the OPI and OPI(c) is set at Intermediate High or higher.
