Licensed Vendor Registration 2025
Join Detroit Parks and Recreation as a licensed vendor for the 2025 event season! Below are the steps to apply, whether you’re a first-time food vendor, returning vendor, or dry goods vendor. Complete this application to be considered for events at city parks and recreation centers from April 1 – October 31, 2025.
Requirements
• One-time licensing fee: $115 (BSEED)
• Applications must be submitted annually.

Application Process
To complete your application, upload the following:
✔ Proof of all required licenses & inspections (Health, Fire, etc.)
If not required, provide an explanation in the application.
✔ Copy of driver’s license or state ID.
✔ Photos of your food truck, cart, or trailer. (Only food trucks and carts are eligible.)
✔ Images of all products you plan to sell (PDF, JPEG, or PNG only).
✔ Once that is all uploaded, you will receive a link to pay:

Failure to submit all required documents will result in an application denial.

Where Can You Vend?
• City Parks & Recreation Centers: Vendors must be booked by the General Services Department or an event organizer.
• Other Locations (Outside Parks & Rec Spaces): You must obtain a BSEED business license to vend outside parks, Hart Plaza, or Spirit Plaza.

First-Time Food Vendors
To operate a food truck, trailer, or cart, you must complete the Detroit Health Department (DHD) Plan Review and obtain permits:
1. Submit your application, plans, and review fee via [DHD Food Safety Info](DHD Food Safety Info).
2. Wait for review approval (up to 30 business days).
3. After approval, schedule a pre-opening inspection.
4. Pay license fees before inspection.
5. If needed, schedule a fire inspection with the

Returning Food Vendors
Already have a Michigan Food Service License?
Submit a copy of your license and an Intent to Serve Notice.

If you vended in 2024 and want to return for 2025-2026, ensure compliance by renewing your State of Michigan Food Service License before the April 30th deadline.

💡 Reminder: Any vendor selling food or merchandise to the public must have a valid license. Complete the Special Event Application to renew and pay fees online.
Dry Goods Vendors
• Returning Vendors: Re-apply here: eLAPS Business License Portal (Use a computer for best results.)
• First-Time Vendors:
o Create or log into your eLAPS account: [eLAPS Business License Portal]
Navigate to Business License → Apply for a Business License → Special Events → Festivals / Carnival Application.
o Call the Licensing & Permits Office at 313-224-3179 for assistance.
o Once connected to your record, you will receive renewal notifications, agency updates, and electronic invoice payments.
