DEVELOPMENT Application

Please fill out the following online questionnaire to apply for a DEVELOPMENT permit. A Town staff member will contact you within two (2) business days after the application has been submitted. Town staff will review the application and determine if it is complete and email the applicant information about the next steps, additional submittal requirements, and the required permit fee(s).


If the application covers multiple properties or multiple units within a development, a SEPARATE PERMIT MAY BE REQUIRED FOR EACH property. Please include multiple unit numbers in the project description.


REMODELS and TENANT FINISH: Some remodels and tenant finish projects may require that the property owner pay additional water and sewer tap fees for footprint additions, bathroom or bedroom additions, or a change in use of a commercial unit. Additionally, an affordable housing impact fee may also be required if additional square footage is added to an existing structure.


PROPRTY OWNER AUTHORIZATION / APPROVAL: The property owner shall authorize the submittal of an application. Home Owner Associations (HOA's / POA's) shall provide project approval.


CHANGE IN USE: Any tenant occupying a unit in a multi-tenant building or an occupant occupying an entire building wherein the occupant's business involves a CHANGE IN USE is required to obtain a Development Permit and obtain building and fire permits and inspections.


ACCESSORY APARTMENT: If the project scope creates a separate rentable housing unit, a Deed Restriction requiring leases to not be less than 6-months and a Covenant Agreement preventing subdividing the property are required.


SUMMIT COUNTY BUILDING INSPECTION DEPARTMENT: The Town of Dillon contracts with Summit County as the Town's building official. The Summit County Building Inspection Department issues Building Permits and performs building inspections under contract with the Town of Dillon. Most development applications require a Building Permit through Summit County; however, a Development Permit must first be issued.


SUMMIT FIRE & EMS: All businesses shall obtain annual fire inspections and obtain permits as required by the fire authority and the Building Department.


BUSINESS LICENSE: All businesses, contractors, and consultants performing work within the municipal limits of the Town of Dillon shall obtain an annual Business License with the Town. Contractor and Trade Licensing is required with the Summit County Building Inspection Department.

The Town of Dillon Contracts with the Summit County Building Inspection Department. Most projects will require an applicant then apply with that department to obtain a Building Permit. Please check the box to acknowledge you understand that additional permits may be required.

The applicant acknowledges and agrees that the Town’s issuance of a Development Permit for the project does not authorize construction of the development. The Development Permit authorizes the applicant to proceed to permitting with the Summit County Building Inspection Department (“Building Department”) and Lake Dillon Fire Rescue branch of the Summit Fire & EMS Fire Protection District (“Fire Authority”), who serve as the Town’s Building Department and Fire Authority, respectively. It is the applicant’s sole responsibility to determine the applicable requirements of, and obtain all required permits from, the Building Department and the Fire Authority prior to commencing construction. Following permit issuance, it is the applicant’s sole responsibility to ensure the project is constructed in accordance with plans approved by the Town, the Building Department, and the Fire Authority. During and following construction of the development, it is the applicant’s responsibility to coordinate all required inspections with the Building Department and the Fire Authority in order to achieve certificate of occupancy. Further, the applicant shall comply with all official orders of the Town, the Building Department, and the Fire Authority to ensure the project’s continued compliance with applicable requirements of each entity.
