School-Level COVID-19 Management Plan for the 2022-2023 School Year

Each district and public charter schools must submit assurances of completed School-level COVID-19 Management Plans to ODE by August 26, 2022. The School-Level COVID-19 Management Plan combines the requirement for an Operational Plan, a Communicable Disease Management Plan (CDMP), and a Safe Return to In-Person Instruction and Continuity of Services Plan, while also fitting within overall emergency operations planning, striving for a coordinated agency response while enhancing a school’s communicable disease management for the 2022-2023 school year. To best support schools, an operational plan template aligned to guidance from the federal and state health and safety measures, is offered here. Please read the instructions and tools document prior to completing the operational plan.

School districts, ESD's, public charter schools, and sponsoring entities must ensure:

Plan Preparation Efforts*

School staff, students, and family engagement: Please list efforts you have made to engage your staff, students, and families (public health information sharing, taking feedback on planning, etc.) in preparing this plan or in the annual updating of the plan. These efforts may align with your school or districts processes to develop past Operational Blueprints (2020-21 school year), Safe Return to In Person Instruction & Continuity of Services Plans (2021-2022 school year), or efforts in support of Aligning for Student Success. Include information on engagement with communities often underserved and marginalized by school and health systems, and those communities disproportionately impacted by the COVID-19 pandemic.

Each district and public charter school is required to certify the following:

The district, ESD, charter school, or sponsoring entity certifies that every school has thoughtfully considered equity, applying an equity-informed, anti-racist, and anti-oppressive framework which promotes culturally sustaining and revitalizing educational systems that support every child.*

The district, ESD, charter school, or sponsoring entity certifies that every school has thoughtfully considered mental health and well-being, prioritizing cultivating care, connection and community to support the mental, emotional and social health and well-being of students, families, staff and administrators.*

The district, ESD, charter school, or sponsoring entity certifies, it will regularly train staff in the school operational communicable disease management plan.*

The district, ESD, charter school, or sponsoring entity certifies, to the extent practicable, that it will write the plan in a language that parents can understand or, if it is not practicable, will provide written translations to a parent with limited English proficiency to provide oral translation for such parent.*

The district, ESD, charter school, or sponsoring entity certifies that, upon request by a parent who is an individual with a disability as defined by the ADA, will provide the plan in an alternative format accessible to that parent.*
