2025 Detroit Cannabis Business License Renewal Application

Please carefully read the following information before submitting an application.


City of Detroit business licenses expire September 30, 2025, for Medical and AU Retailer, Grower, Processor, Safety Compliance, Secure Transporter, Microbusiness, and Designated Consumption.


Sec. 20-6-42(a) of the Detroit City Code requires that a license renewal application be submitted electronically at least 120 days before expiration. Applications received after August 15, 2025 shall be considered in "late renewal" and at risk of not being reviewed or approved prior to license expiration.


After review, an update request may be sent to the licensee representative's email provided to submit additional or clarifying information. The update request is generated by Smartsheet, will have a link for uploading, and is the only way additional documents may be submitted. Renewal applications and updated materials are reviewed in the order they are received.


Failure to submit requested material within 30 days may result in the renewal application being dismissed.

2025-26 Good Neighbor Plan Selection*

Please select one of the following commitments for the 2025-26 license year:


a.    Maintaining at least 50% of full-time employees who are Detroit residents or have a prior controlled substance record, for jobs paying at least $15 an hour; or


b.    A Retailer purchasing and displaying Detroit based resident-owned brands developed under a CRA management agreement or purchasing and displaying products from a Detroit licensed Processor or Grower at least 12 times in the calendar year. Each purchase must be at least $1000.00 wholesale.; or


c.    A Grower or Processor placing 25% of the products it sells to Detroit retailers into an Equity Retailer destination.; or


d.    A Processor in a CRA approved management agreement with a Detroit resident-owned brand and produces and distributes the products to licensed Retailers in Detroit for the brand at least twelve times in the preceding calendar year. Each sale must be at least $1000.00 wholesale. or


e.    Donating annually a minimum of one quarter of one percentage point (.25%) of the licensee’s annual gross sales to a duly organized Detroit-headquartered 501(c)(3) charitable organization, or to the Homegrown Social Equity Fund established by the City of Detroit for the purpose of funding social equity initiatives, and substance use prevention programs.

I acknowledge that this application is being completed on behalf of an organized legal entity. I will upload a copy of a government issued ID for each person identified, to include, the name, home address, telephone number, and email address of direct and indirect owners, directors, members, managers, officers, partners, shareholders, and the registered agent, and the entity’s bylaws, operating agreement, or other organizational documents indicating the ownership structure.

By checking this box, Licensee acknowledges the City will investigate the residency and income and property tax status of the Licensee, its direct or indirect owners, directors, officers, members, managers, partners, shareholders, employees, and any medical marijuana facilities or adult-use marijuana establishments related to any of the aforementioned individuals, and that any outstanding taxes, fines, or fees will be paid prior to a license being renewed.

By checking this box, Licensee acknowledges the Detroit Police Department may perform criminal background checks on all individuals identified as direct or indirect owners of the Licensee, as well as review the violation history at the licensed premises.

Licensee attests that to its knowledge all of the information provided in this renewal application is true and accurate, and is aware that the provision of false, misleading, or fraudulent information is cause for non-renewal, suspension, or revocation of the license.

  • Statement of any ownership changes since the last renewal
  • PDF of City business licenses being renewed


Inspections and Clearances:


  • Blight clearance approval dated after March 1, 2025
  • Treasury clearances for licensed entity and all individual owners
  • Current Certificate of Compliance with correct legal land use
  • 2025 Annual City of Detroit fire inspection
  • Good Neighbor Plan Audit approval (all AU licensees)


CRA:


  • PDF of state operating licenses associated with each City licenses being renewed
  • If applicable, copies of documents pertaining to CRA violations received or resolved in the past 12 months
  • Most recent Annual Financial Statement submitted to Michigan CRA, or CRA letter with future compliance date if an AFS has never been submitted by Licensee.
