Landlord Mitigation Claims

Landlord Mitigation Claim Process:

  1. Damages to Unit / Abandoned Lease
  2. Landlord contacts local Stepping Up County representative.
  3. Stepping Up representative visits unit onsite within 7 business days and take pictures of property damage that was caused by a tenant with criminal record and has mental illness and/or co-occurring substance use history. If eligible for Landlord Mitigation fund, representative provides claim form and instructions for landlord to return with supporting documents.
  4. Landlord submits claim form and required documentation ASAP. The incident of the claim should occur within 90 days of the landlord claim form submission.
  5. Stepping Up representative reviews claim for completeness within 5 business days.
  6. Stepping Up representative email eligible claim with supporting documents and pictures to LandlordClaims@mha.ohio.gov.
  7. OhioMHAS reviews claim for completeness and selects funding outcome within 5 business days.


Approved Claim: OhioMHAS submits approved claim to OHFA for payment issuance.

Rejected Claim due to incompleteness: OhioMHAS contacts Stepping Up representative for revision from landlord. (return to step 4)

Denied Claim due to ineligibility: OhioMHAS contacts Stepping Up representative.



Approved Claim: OHFA sends check directly to landlord within 30 business days.
