NOTE:


Under the North Carolina Administrative Code, using fair and valid selection criteria, an agency shall review the credentials of each applicant to determine who possesses minimum qualifications. The employee or applicant must possess at least the minimum qualifications set forth in the class specification. In certain situations, OSHR shall make the final determination whether the employee or applicant meets the minimum qualifications.


From those applicants that meet the minimum qualifications, a pool of the most qualified candidates shall be identified by the agency; this “most qualified” pool “shall be those determined to be substantially more qualified that other applicants.” The individual selected for the position shall be from among the most qualified applicants. Agency management shall be responsible for determining and defending most qualified pool determinations.

The agency is responsible for verifying that candidate's degree(s) are from an accredited college/university. OSHR Certification of Qualification is contingent upon this verification.

Agency is responsible for verifying that candidates have required licenses, registration and certifications.

If there are special considerations in questionable cases which, in your opinion, result in a candidate's ability to meet minimum qualifications, please attach a written explanation to this form.

Once an applicant has been certified for a particular classification, that certification is valid 1. Indefinitely 2. Until there is a change in the minimum requirements for the classification 3. Until the applicant's education/experience change
