Chemonics International seeks a Deputy Chief of Party - Operations/ Compliance for the anticipated USAID-funded Empower West Africa Activity (EWAA). The purpose of the activity, under the Power Africa initiative, is to increase the availability of and access to affordable, reliable, sustainable, and clean energy in West Africa in order to reach measurable economic growth, development outcomes such as reducing poverty, improving livelihoods, and increasing inclusive access to electricity enabled services in such areas as health, education, sanitation and food security. The potential objectives of the Activity are to:
- End energy poverty by increasing access to affordable, reliable energy which can support increased economic activity and improved living standards.
- Increase the supply of electricity in Western African countries through clean energy solutions.
- Remove constraints to investment in Western Africa energy sectors and to increase innovation.
The DCOP - Operations/ Compliance will provide management of operational support functions including finance, human resources, procurement, grants and subcontracts, and logistics. He/She will be responsible for ensuring the project’s compliance with Chemonics and USAID policies, procedures, rules, and regulations. This position will be based in West Africa and will report directly to the Chief of Party (COP). Key Responsibilities:
- Lead all project finance and operations, including general administrative processes, financial management, procurement, accounting, administration, human resources, and logistics.
- Establish standards and procedures to ensure program compliance are effective and efficient in preventing, detecting, mitigating, and correcting noncompliance with applicable rules and regulations.
- Develop, together with the project’s operations team, sound and transparent accounting and fiscal control procedures.
- Ensure compliance of financial and operations systems with Chemonics policies and procedures, USAID rules and regulations, and local laws.
- Work closely with COP, technical and HQ staff to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results.
- Provide oversight and management of subcontracts and grants.
- Train project staff, grantees, and subcontractors on applicable USG and Chemonics rules and regulations regarding ethics, integrity, and financial and contractual compliance.
- Supervise the project’s administrative, procurement, and financial staff, providing oversight to the overall project management.
- Coordinate and oversee the effective and efficient operations of the program offices.
