Detroit Broadband Survey

The Department of Innovation and Technology ("DoIT"), an office of the City of Detroit ("City"), is conducting this Broadband Internet Survey ("Survey") for the purpose of gathering information from citizens of the city on their desire to obtain residential high-speed Broadband ("Internet") plans from Internet Service Providers ("ISP"). The data collected through this Survey will assist DoIT in determining the demand and need for and promote access to residential high-speed, fiber-based Internet in and around your community.

Am I Required to Participate?


Your participation in the Survey is completely voluntary and you are under no obligation to participate. If you do not wish to provide Personal Information or do not feel comfortable on how your Survey responses will be used, please do not participate in the Survey. Even if you initially decide to participate in the Survey, you may discontinue completing the Survey at any time. Whether or not you decide to participate in the Survey will not affect or impact your ability to obtain future Internet services.




If you elect to participate in the Survey, the City shall not be responsible for any damages of any kind resulting for your participation in the Survey and/or your provision of information to the City through the Survey. You agree to indemnify and hold harmless the City from and against any claims, damages, losses and expenses, including but not limited to attorneys' fees, arising out of or resulting from your participation in the Survey and/or your provision of information to the City through the Survey.

What Personal Information is Collected?


DoIT is conducting the Survey to identify those areas of the State and those citizens that currently have limited or no access to high-speed Internet services. The personal information collected through the Survey includes: your legal name, electronic mail ("e-mail"), physical street address, county, and zip code.




How Will the Personal Information Be Used?


The Family Privacy Protection Act of 2002 prohibits persons or private entities from using any personal information obtained from the City for commercial solicitation directed to any person in this State. A person knowingly violating this prohibition is guilty of a misdemeanor and subject to the penalties specified in S.C. Code of Laws Section 30-2-50(D).




How Will the Personal Information be Protected?


Protecting your personal information is the City's highest priority. The City will share the personal information only in accordance with the State's applicable laws, regulations, and restrictions and these terms and conditions. All personal information collected by the City is stored in electronic format and password protected. The City has educated their employees on the importance of protecting personal information and only authorized employees and third parties (as specifically described in this policy) are officially granted access to such information. The City also strives to protect the personal and confidential information of those who use our online services.


Notwithstanding the City's efforts to protect the information you provide in response to the Survey, no data can be 100% secure. Consequently, we cannot guarantee or warrant the security of any information you transmit to us, and you do so at your own risk. If we learn of a security breach we may attempt to notify you electronically so that you can take appropriate protective steps. By participating in the Survey, you agree that we can communicate with you electronically regarding security, privacy, and administrative issues relating to your participation in the Survey. We may post a notice on this website if a security breach occurs. If this happens, you will need a web browser enabling you to view this website. We may also send an email to you at the email address you have provided to us in these circumstances.


Various State laws require government to be open and transparent and afford the public the right to access appropriate records and information possessed by a government agency. However, State and federal law establish exceptions to these requirements and rights for the express purpose of preserving the privacy of individuals. Information collected from users by the City may be subject to inspection and copying by the public unless an exemption exists in law. In the event there is a conflict between these terms and conditions and a State or Federal law governing the disclosure of public records, the applicable law shall control.
