Home Improvement Program Contractors List

The businesses registered here will be sent bid packages for projects funded through the City of Boise's Home Improvement Program. Registration does not guarantee selection; awards will be made for each project based on review of the formal bids submitted.


Contractors on the list will be contacted annually to verify that they wish to remain on this list.


Boise's Home Improvement Program is federally funded and contractors must meet general minimum qualifications to be eligible to bid on projects. Learn more about the Home Improvement Program here.

Are you a minority-owned business?

A minority-owned business is one in which at least 51% of the business is owned/controlled by one or more minority group members.

Are you a woman-owned business?

A woman-owned business is one in which at least 51% of the business is owned by a woman or women who are US citizens and who also control/operate the business.

Are you a Section 3 business?

A business qualifies as a Section 3 business if at least one of the following applies:

  • At least 51% of the business is owned/controlled by low or very low income persons
  • At least 51% of the business is owned/controlled by current public housing residents or residents who live in Section 8-assisted housing
  • Over 75% of the labor hours performed for the business over the prior 3 month period are performed by Section 3 workers (workers making 80% of less of Boise's Area Median Income)

A Section 3 worker is someone who's income for the previous year is at or below 80% of the Area Median Income.
