CRRSA Late Liquidation Extension Request Form
The U.S. Department of Education has provided an opportunity to extend the liquidation deadline for CRRSA funds. Under this process, a State may only request an extension of up to 14 months past the close of the liquidation period (i.e., 14 months beyond the automatic 120-day liquidation period). Thus, requests submitted through this process may extend to, but not exceed March 31, 2025 for the CRRSA Act funds (including ESSER and EANS).
The Colorado Department of Education (CDE) will be submitting a request for an extension on behalf of any LEAs that will need additional time to liquidate ESSER II funds that have been properly obligated by September 30, 2023. Please complete the form below to submit a request for CDE to include your LEA in the request for an extension.
Section 76.707 outlines when obligations are made for various types of property and services.

This should represent the amount anticipated to need a liquidation extension. It should not be assumed that the amount requested and balance remaining should equal. The liquidation request amount must be aligned to specific projects or contracts and based on obligations completed by 9/30/23.
Examples might include: construction contract(s), HVAC contract(s), instructional services contract(s), delayed materials/supplies, or for other allowable uses.
All funds included in the request for extension must be properly obligated by September 30th, 2023 and for allowable uses. Requests must be aligned to particular projects or specific circumstances at the subrecipient (LEA) level.
Provide explanation for funds that may not be liquidated by the end of the liquidation period and the date by qhich a Request for Funds Form (RFF) must be submitted to CDE (11/1/23) based on the uses of funds listed above.
Needing more time to expend funds is not an adequate reason or justification for a liquidation extension request. Examples might include delays related to supply or labor shortages.
The justification to substantiate an independent request will be reviewed consistent with State and Federal oversight practices and will be subject to monitoring until the extension date has passed.
Please attach documentation to demonstrate that the amount being requested in the extension has been properly obligated in compliance with Section 76.707 of the Code of Federal Regulations. Examples of documents include a contract, purchase order, or other proof of commitment to purchase item(s).
Please also upload evidence that documents the reasons for needing an extension. Examples of evidence include communications from a vendor regarding the delay in availability of ordered items, or documentation of supply shortages.
