We are currently accepting applications to become a network partner, however we will not be processing applications until January 2024. We encourage to submit your application to get into the queue and we will follow up with you early next year.

Organization Type

Please carefully review the following organization definitions to determine the organization type that best describes your group. You'll be able to make a selection after reviewing.

Shelters and Rescues

Review the five organization definitions below that have intakes and outcomes.


1. Government Animal Services

A brick-and-mortar facility that is operated by a municipal government to provide animal sheltering services to the citizens of a single county/community or an inter-governmental contract to serve multiple counties/communities.

2. Animal Shelter with a Government Contract

A brick-and-mortar facility that is operated by a non-profit organization and is contracted by one or more municipal government(s) to provide animal sheltering services to citizens.

3. Animal Shelter without a Government Contract

Nonprofit organization with a physical facility that takes in and places animals, but does not have a contract for animal care and/or control with a government agency.

4. Rescue without a Government Contract

Nonprofit organization that may be foster based that takes in and places animal, but does not have a contract for animal control and/or care with a government agency

5. Animal Rescue with a Government Contract

Nonprofit organization that may be foster-based that takes in and places animals that has a contract for animal care and/or control with a government agency. This organization type is very rare.


Community Service Agencies

If your organization does not have intakes and outcomes, please review the four organization definitions below. These are groups that do NOT have intake/foster/sheltering activities


1. Spay/Neuter Only Group

Organizations that only perform or subsidize spay/neuter surgeries (no rescue/intake/outcome activities). This includes Trap Neuter Return or Community Cat focused organizations with Return to Field outcomes.

2. Intake Prevention Organization

Organizations that operate intake diversion programs (no rescue/intake/outcome activities)

3. Transport Organization

Organizations that operate transport programs on behalf of shelters and/or rescues (no rescue/intake/outcome activities)

4. Private Friends of a Municipal Shelter

Groups that exist only to support a specific municipal shelter and do not take in or adopt out animals within their own organization. Friends of groups must have the municipal agency they are supporting submit shelter statistics (no rescue/intake/outcome activities)

Data Requirements

Organizations performing intakes and outcomes of animals (brick-and-mortars, rescues, municipals and organizations with or without contracts) must have one year of data entered into the system in order for their Network partner application to be approved. Knowing shelter data helps Best Friends track sheltering trends for developing resources and new programs to support animal welfare organizations. Please complete the 2022 Annual Data Form to submit your data. Please keep your organization's data up-to-date monthly. Having your shelter statistics up to date is required for most Network opportunities.

To establish a baseline for data, we agree to provide Best Friends with 1 year of retroactive calendar year data (2022) via the 2022 Annual Data Form

Community Support Organizations

Community Support Data Requirements

Community support focused organizations (that do not focus on intakes and outcomes) are required to submit one year of historical data of animals impacted through their programs in order for their Network application to be approved. Click here to provide required data now. Be sure to come back and complete this form in addition to the data reporting form. Note, we will ask that community support organizations update their stats annual after becoming a Network partner.

Private Friends of a Municipal Shelter

Groups that exist only to support a specific municipal shelter and do not take in or adopt out animals within their own organization. Friends of groups must have the municipal agency they are supporting submit shelter statistics (no rescue/intake/outcome activities)

Shelter Data Requirements

The shelter you are supporting must complete the 2022 Annual Data Form in order for you to become a Network partner. Knowing shelter data helps us track sheltering trends. Please ask them to keep their organization's data up-to-date monthly. Having your shelter statistics up to date is required for most Network opportunities.

Acceptance of Terms

Applicant understands that Best Friends retains the right to admit groups in its sole discretion and that prospective network partner shall have no claim against Best Friends if it is not selected to become a network partner. By submitting your application, you are subscribing yourself and colleagues (listed above) to receive email and other communications from the Best Friends Network and you can unsubscribe at any time.


If there is a Best Friends led coalition, working group or alliance in your area you will be automatically enrolled and may withdraw at any time.


If you would like to add additional team members not listed on this application to the network email list, please share this form with them to opt-in. You will also have the opportunity to do so when you receive your welcome email.
