The Arkansas Department of Transportation administers TAP & RTP funding for a variety of generally smaller-scale transportation projects such as pedestrian and bicycle facilities, overlooks and viewing areas, community improvements such as historic preservation, environmental mitigation related to stormwater and habitat connectivity, recreational trails, and safe routes to school projects. RTP funding is for the purpose of building and performing major maintenance on motorized, non-motorized, and shared-use trails.

Cities, Counties, State or Federal agencies, school districts, and non-profits can apply for this funding if access to the project by the general public is provided throughout the life of the project.
